India – Floods and Landslides (BBC, AP, Assam State, Indian Media)

  • A series of flash floods and landslides on September 22 killed at least 16 people in the northern regions of the State of Sikkim, according to media reports. The floods were caused by heavy rains in the region which began on September 19
  • As of September 23 there were still 8 people missing and rescue operations were still ongoing. According to the same sources, a number of houses were swept away along the Lachen river and many roads remain blocked because of landslides
  • Floods caused by heavy rains have affected the neighbouring state of Assam since last week; as of 13:30 UTC on September 23, the Assam Disaster Management authorities report 7 people killed since September 19, 1,604 villages affected in 16 (out of the 27) districts and 145,000 people in 169 relief camps, increasing daily since September 19. Most heavily hit are the districts of Tinsukia, Sonitpur and Dibrugarh

Tropical Cyclone JELAWAT-12 in the Pacific Ocean (GDACS, PAGASA, NDRRMC)

  • JELAWAT has strengthened significantly off the coast of the Philippines (where it is called LAWIN). At 00:00 UTC on September 24 it was a Typhoon with a max. sust. wind speed of 241 km/h (equivalent to Category 4 in the Saffir Simpson Hurricane scale) and its centre was located ca. 440 km E of the Philippines’ coasts, heading NNW
  • JELAWAT has enhanced the SW Monsoon and has been affecting Visayas and Mindanao with moderate to heavy rainfall. As of 22:00 UTC September 23, a small number of flooding incidents was reported in Zamboanga del Norte and 1 person was missing. As of 00:00 UTC September 24 there were no public Storm Warning signals for the Philippines
  • In the next 24h it is forecast to move NW over open waters, strengthening slightly. It should continue to enhance the SW Monsoon and cause moderate to heavy rainfall over Visayas and Mindanao

Tropical Cyclone NINETEEN-12 in the Pacific (GDACS)

  • NINETEEN-12 formed late on September 23 in the NW Pacific and is heading in the general direction of Iwo Jima, Japan. At 00:00 UTC on September 12 it was a Tropical Depression with a max. sust. wind speed of 47 km/h and its centre was located 730km SW of Iwo Jima
  • It is forecast to move in a general N direction, strengthening slightly, possibly passing W of Iwo Jima on September 25, affecting the island with moderate winds and rain


II. Europe

Greece – Earthquake (GDACS, Local Media,USGS)

  • A 5.1M earthquake at a depth of 10km struck central Greece, 6km SE of the town of Kiriaki (pop. 2,000), 90 km NW of Athens on September 22 at 03:52. PAGER (USGS) reports “Strong” shaking for up to 3,000 people. It was widely felt over central Greece and the Peloponnese, but there have been no damage or casualty reports

Spain – Forest Fires (Spanish CP)

  • A dangerous (Level 2) fire, started on September 23 was active in Chulilla, Valencia, until late on September 23. Around 100 people were evacuated from the area of Balneario

Meteoalarm – Orange Alerts

  • High waves in the Atlantic coast of Spain
  • Strong winds in the Atlantic coasts of southern France and southeastern UK
  • Heavy rain in southern and central UK (including Northern Ireland) and in Connacht in the Republic of Ireland
