Civil Protection Work Programme 2014

On 20 February the Directorate-General for Humanitarian Aid and Civil Protection of the European Commission will hold an Information Day in Brussels (Belgium) on "Civil Protection Work Programme 2014". The information day will be web-streamed for those who won't be able to participate to the meeting in Brussels.

Aim

The aim of the Information Day is to familiarise potential applicants with the state of play in the European civil protection cooperation and to provide useful information on the "Civil Protection Work Programme 2014" with some useful guidance on the preparation of applications for proposals and tenders published in 2014.

The newly adopted Union Civil Protection Mechanism provides funding opportunities for a number of activities such as projects on prevention and preparedness, exercises, exercises on modules and exchange of experts, in the framework of the EU Civil Protection Mechanism. Supporting relevant, innovative and cost-effective proposals is essential to allow a successful implementation of policy objectives. In order to ensure that the proposals and tenders comply with the required quality standards and to increase their success rate, the Commission will inform potential applicants on the technical and formal administrative (legal, financial, etc.) requirements and criteria applicable.

Based on the new Union Civil Protection Mechanism legislation in the "Civil Protection Work Programme 2014" for the first time some Mechanism activities have been extended to the Eastern and Southern Neighborhood and to the EU candidate countries and potential candidates which are not yet members of the Mechanism. The new initiatives should provide for direct cooperation between the Mechanism's Participating States and the neighboring countries in the field of disaster management and should be complement to the activities financed by the Instrument for Pre-Accession Assistance (IPA) and the European Neighborhood Policy Instrument (ENPI).

The Information Day is intended for representatives of all the relevant stakeholders in the field of civil protection (national administrations, regional and local authorities, private sector, non-governmental organizations, academies, research institutes).

Civil Protection Financial Instrument

The Civil Protection Financial Instrument was set up in 2007 and aims at supporting and complementing the efforts of Member States for the protection, primarily of people, but also of the environment and property, including cultural heritage, in the event of natural and man-made disasters, acts of terrorism and technological, radiological or environmental accidents. Furthermore, it intends to facilitate reinforced co-operation between the Member States in the field of civil protection.

The Civil Protection Financial Instrument covers all three main aspects of civil protection activities: prevention, preparedness and response. It foresees the financing of the following activities:

  • response and preparedness actions covered by the EU's Civil Protection Mechanism, e.g. training, exercises and missions;
  • studies and projects on prevention and preparedness;
  • co-financing the transport of assistance from Member States operating under the Mechanism.

The financial envelope allocated to the instrument under the EU's 2007-13 financial framework amounts to €189.8 million. Indicative annual amounts of €20 million are available for actions within the EU and €8 million for actions in third countries.

These programmes were financed through additional funds granted by the European Parliament and Council to develop an EU rapid response capability.

The Solidarity Fund is another important European instrument for addressing disasters and their consequences. It deals specifically with the recovery phase, which falls outside the Civil Protection Mechanism remit, and is administered by the Commission's Directorate-General for Regional Policy.
