The European Commission's Humanitarian Aid and Civil Protection department (ECHO) is committed to developing every year a strategic plan in order to co-ordinate and to programme its activities efficiently and in an appropriate manner adopting an impartial approach based on needs. Strategic Methodologies

In order to establish consistency in the allocation of resources to different countries according to their respective needs, regardless of pressure of any kind, and to guarantee the credibility and transparency of Community humanitarian aid - the European Commission has developed a set of rigourous needs assessment tools.
