Objectives of the Call for Proposals for a Preparatory Action on an EU rapid response capability

In 2009, the Budgetary Authority reintroduced M€ 7.5 by merging the Pilot project to step up cooperation between Member States on combating forest fires into the Preparatory Action on an EU Rapid Response Capability, designed to respond immediately to critical needs arising from major disasters.

On the 7th of May 2009 The Commission adopted Commission Decision C(2009)3356

on the annual work programme for the actions to be financed in 2009 in the framework of a Preparatory Action on an EU rapid response capabilities, which defines the action to be implemented through this Preparatory Action, including the present call for proposals.

The aim of the Preparatory Action is to test innovative arrangements ensuring that key resources and essential equipment are made available during relevant periods and deployed to respond to disasters in the framework of the Community Civil Protection Mechanism at the request of the Monitoring and Information Centre (MIC) of the European Commission. It covers any type of natural or man-made disaster.

The Call for Proposals published in the Official Journal of the European Union, (2009/C 123) on 3rd June 2009resulted in the submission of 15 proposals. 7 projects have been approved and will be co-financed by the EU for a total funding of approximately 6 million Euros.

The 7 projects are led by 6 different Member States (Austria, Finland, France, Germany, The Netherlands and Sweden – the latter having two separate projects) and will involve 12 beneficiary countries from across the EU. The projects will be implemented between 1 January 2010 and 31 December 2011 and will consist in the deployment of on-site dedicated civil protection modules composed of key resources and equipment. The objective is to test the deployment on site of rapid response capabilities in the field of civil protection.
