What is the Call about?
The Call for Proposals for pilot projects on civil protection
cross border cooperation in the fight against natural disasters
aims at raising awareness and providing a framework for closer
cooperation on civil protection among European countries.
This should be done by developing cross border early warning,
coordination and logistical tools with a view to preventing
or at least minimising the consequences of natural disasters.
The pilot projects should further the resolution of the
European Parliament adopted on 8 September 2005 on the fight
against natural disasters as well as the recently adopted
reports of the European Parliament on this matter. The pilot
projects should also build on the proposal presented by the
Commission for establishing a Rapid Response Preparedness
Instrument (COM(2005) 113) and the Commission proposal for
a Council Decision establishing a Community civil protection
mechanism (recast) (COM(2006)29 final). Finally, the pilot
projects should take forward work on the EU civil protection
rapid response capability, as called for by the conclusions
of the European Council of 16-17 June 2005, the Justice and
Home Affairs Council Declaration of 13 July 2005, the conclusions
of the General Affairs Council of 18-19 July 2005.
More in particular, the scope of the Call covers projects
aimed at addressing the increase in frequency and intensity
of natural disasters, by devising appropriate preparedness
and response tools. Its intention is to test some innovations
such as cross border civil protection modules, sharing of
transport and equipment as well as to enhance early warning
systems and rapid response plans.
The Call is open to any legal person (public or private)
established in the EU Member States and Accession States,
supported by their central civil protection authorities. EEA
Member States may participate in proposed pilot projects at
their own cost.

Information Day
On the 4th of July 2006 in Brussels an Information
Day has been organised for the Call for Proposals on for
pilot projects on civil protection cross border cooperation
in the fight against natural disasters, in order to provide
applicants with useful information on how to prepare proposals
before the next call. |
