Civil protection financial instrument
CALL FOR PROPOSALS 2009 OJ C139 of 19.6.09 - Full Scale Exercises in the field of the Community Civil Protection Mechanism
Full scale exercises organised at Community level are designed primarily as field tests aiming mainly at :
(a) improving the response capacity and providing the necessary practice of the teams meeting the criteria for participation in civil protection assistance interventions;
(b) improving and verifying the procedures and establishing a common language for the coordination of civil protection assistance interventions and reducing the response time in major emergencies;
(c) enhancing operational cooperation between the civil protection services of the participating States;
(d) sharing lessons learned.
The financing of exercises is secured through the Civil Protection Financial Instrument established with Council Decision 2007/162/EC, Euratom and the activities intended to be co-financed under this call for proposals are Full scale exercises for the indicative amount of €1.650.000
The aims are:
- To establish common understanding of cooperation in civil protection assistance interventions
- To improve civil protection preparedness and response for emergencies through providing a testing environment and [a] learning opportunity for all actors involved in civil protection assistance interventions under the Community Civil Protection Mechanism.
The expected results are:
- Improvement in the response capacity of intervention teams and testing the procedures of the [Community] Civil Protection Mechanism through real-life practical training.
- Better awareness of cooperation arrangements.
- Quicker response time in real emergencies.
- Better identification of shortcomings in the existing structures.
- Better communication between HQ and field.
Therefore the goal of this call for proposals is to identify project proposals by eligible organizations/bodies from participating countries that are planned and implemented in such a way that they address the above mentioned aims and have the above mentioned expected results.
