Is there a minimum or maximum number of partners to be involved in the project?
No, there exist no minimum or maximum of partners. Moreover, there does not have to be a partner involved at all. Although involving partners from different European countries and thus showing a European value added is very much appreciated.

Does each partner of a project have to submit a separate budget?
Each project has one, single budget, submitted by the beneficiary, in which is made clear which costs the beneficiary and other participant(s) bear. It is very important to specify the cost clearly, as only budgeted costs are eligible for co-financing by the Community. It is not possible to submit costs for co-financing that were not budgeted.

Is there a partner search network that helps finding possible project partners?
There is no official network, but it is advisable to consult the Action Programme webpage which displays previous projects co-funded by the Action Programme.

What should be indicated in the partner commitment form A8?
In form A8, you have to indicate the cost of the actions in which the partner is involved. You also have to state the partner’s own financial contribution.

Being a public organisation, is it still necessary to provide a legal entity form in the application?
The legal entity form (FEL) is an obligatory annex to the application, unless the applicant is already registered with a FEL in the Commission accounting system. If the applicant has received other direct Community funding (not via Member States such as Structural Funds) in recent years, it is most likely that they have already submitted this form.

Should the detailed project description be included in section Q or section T of the grant application form?
In section Q you should provide a comprehensive summary of your project as well as an introduction/rationale, whereas in section T1 each individual activity should be described in detail.

Are Local Action Groups that are funded by the EU LEADER Programme eligible for the Community Action Programme?
No, as these entities already receive operational Community funding.

Is the Call for Proposal available in other languages than English?
Unfortunately not for the moment

Is there an event that explains all the preparation of a proposal in more detail?
The Commission organised an Information Day “How to prepare a proposal” on 27January 2006. . All documentation distributed on the day can be found online by clicking here – Agenda and Documentation.

A previous Information Day was held in 2005. 

What is the maximum of Community contribution for pilot projects and major project?
The EU contribution for pilot projects is limited to 50%. Major projects enjoy an EU contribution amounting to a maximum of 75% of the total budget.

What is the maximum amount of the budget for a pilot project? What is the maximum amount of the budget for a major project?
The maximum total amount of the budget for a pilot project is 200.000 €. However, there is no maximum for the total budget of major projects.

Can training initiatives be foreseen within one project (that is to say one seminar + one exchange + etc.) or must they be foreseen singularly in different projects?
Within one project, you may foresee both a so-called major project as well as a workshop.

Concerning the selection schedule, when will the project be selected and when will the co-funding be authorised?
Successful candidates will be notified by the end of November at the latest, in order to sign the grant agreement before the end of the year. After the signature of the agreement, the initial pre-financing payment can be made.
