    Hi, for the feb 24 cut-off date, I'm looking for a template for a phase 1 proposal on 2TOPIC : Open Disruptive Innovation Scheme". Following
    https://ec.europa.eu/research/participants/portal/desktop/en/opportuniti..., under 5. the link to 'SME instrument (phase 1)' is not active. Previously it said: not yet available, cominmg soon. When can I expect a specific phase1 template for the 2016/17 programme? . Thanks in advance. Michael

    Hi, we have submitted a Phase 2 proposal on last November 2015 cut-off date. From the information available in EASME web-site, I understood that Phase 2 results will be made available in the middle/end of February (so, probably without the possibility to resubmit the proposal in the first cut-off date of 2016). Today, by accessing the Participant Portal and by cliking on FO (Follow Up) bottom of our proposal, there is the information that we will be informed on results on 26/04/2016. Now, can you please clarify if Phase 2 results will be made available on February 2016 or on April 2016? Thank you in advance.

    Dear EASME, I have noted the template for section 4-5 has been updated. In the template, you say that table 4a does not apply for applicants to SMEInst-05-2016-2017.
    Question 1: Do I understand this right that we do not have to motivate the costs of subcontracting in this topic and only provide the total amount in the formal forms?
    Question 2: Those projects are clinical projects and usually require subcontracting to clinical partners - what do you mean by "If you apply to an exceptional call topic where the single applicable funding rate is 100% (as it is the case in SMEInst-05-2016-2017), only limited parts of the action may be sub-contracted"?

    Dear John,

     

    Q1: Applications under SMEInstr-5 do not have to fulfill the table 4.1 a). For this topic the best value for money is not assessed during the evaluation, therefore no specific justification on the best value for money is needed. The applicant in fact will have to fullfil the information regarding subcontracting in the previous table (Does the participant plant to subcontract certain tasks Y/N... If yes, describe and justify the tasks to be subcontracted.)

    Q2: Topic SMEInstr-5 is subject to the general Model Grant Agreement and not to the specific SME instrument Grant Agreement. You should fullfil these criteria: Subcontracting may cover only a limited part of the action.(Page 32, Art 13 http://ec.europa.eu/research/participants/data/ref/h2020/mga/gga/h2020-mga-gga-multi_en.pdf). Second, beneficiaries must have the appropriate resources to implement the action (Article 8). If it is necessary to implement the action, the beneficiaries may call upon subcontractors to implement action tasks described in Annex 1 (see Article 13).
