From 1 January 2013, the 'new' Financial Regulation and its Rules of Application entered into force. This means that in case of

  • Grant procedures: grant agreements to be signed following calls for proposals launched in 2012 covering the 2012 budget appropriations, even if the grant agreement is signed only in 2013, the 'old' rules are applicable.
    For calls for proposals 2013 covering the 2013 budget appropriations, the 'new' rules are applicable, even if the calls were launched still at the end of 2012 (e.g. Health Calls for proposals 2013). For these calls, all the call documents are updated in line with the provisions of the 'new' Financial Regulation and its Rules of Application.
  • Public procurement procedures under which the service contracts were signed still in 2012, the 'old' rules are applicable.
    For procurement procedures launched at the end of 2012 or after, with the aim of signing the service contract in 2013 or after, the 'new' rules are applicable. For these calls, all the tender documents are updated in line with the provisions of the 'new' Financial Regulation and its Rules of Application.

Certainly, for grant agreements and service contracts signed in 2012 or before, the 'old' rules continue to be applicable.

  1. 'New' Rules of Application

  2. 'Old' Implementing Rules

    Commission Regulation (EC, Euratom) No 2342/2002 of 23 December 2002 laying down detailed rules for the implementation of Council Regulation (EC, Euratom) No 1605/2002 on the Financial Regulation applicable to the general budget of the European Communities, [Official Journal L 357, 31.12.2002].

Standard Financial Regulation for executive agencies
