Call for tender EAHC/2012/BTSF/03: Organisation and implementation of training activities on Food microbiology and food-borne outbreak management mainly for EU Member States under the "Better Training for Safer Food" initiative

The contract will cover the organisation and implementation of training activities to be held mainly in the European Union (EU) Member States. The trainings are subdivided in 2 Work packages:

  • Work package 1 will cover the organisation and implementation of training activities on microbiological criteria in foodstuffs;
  • Work package 2 will cover the organisation and implementation of training activities on food-borne outbreaks investigation.

 

Work package 1:

The contractor will organise and implement 12 three-day training sessions to be held in three or more EU Member States selected by the contractor. The attendance should be approximately 30-35 people for each course which means an estimated global number of 370 for the whole training programme. The courses will be offered first to participants from competent authorities of EU Member States and candidate countries according to the following instructions (for each type of course): a maximum of 15 officials from respectively Germany, United Kingdom, France, Italy, Spain, Poland, Netherlands; a maximum of 8 officials from each of the other EU Member States and candidate countries (e.g. Iceland, FYROM, Montenegro, Serbia and Turkey).
The global participation from EU Member States and candidate countries should not exceed 310 participants. The other 60 places should be assigned to third countries in particular selected among the developing countries, in the following way:
- approximately 10 participants from EFTA and EEA counties (e.g. Norway, Switzerland);
- approximately 50 participants from the European Neighbouring Policy countries (ENP), Mediterranean basin countries and selected third countries.
The contractor is requested to foresee in the tender travel costs for participants from these countries in the following way: 35 participants from ENP and Mediterranean basin countries (e.g. Ukraine, Serbia, Russia, Israel, Egypt and Morocco), 5 participants from Latin American countries (e.g. Mexico, Brazil, Argentina), 5 participants from other Asian countries (e.g. Thailand, India, China), 5 participants from other African countries (e.g. Senegal, Kenya, South Africa).

 

Work package 2:

The contractor will organise and implement 15 four-day training courses in 3 or more appropriate EU locations to be selected by the contractor. The attendance should be approximately 40 participants for each course which means an estimated total number of 610. The courses will be offered first to participants from competent authorities of EU Member States and candidate countries according to the following instructions: a maximum of 28 officials from respectively Germany, United Kingdom, France, Italy, Spain, Poland, Netherlands; a maximum of 14 officials from each of the other EU Member States and candidate countries (Iceland, FYROM, Montenegro, Serbia and Turkey).
The global participation from EU Member States and candidate countries should not exceed 560 participants. The other 50 places should be assigned to third countries (or third countries organisations) in particular selected among the developing countries, with a maximum of 2 participants from each country, in the following way: approximately 20 participants from EFTA and EEA countries; approximately 30 participants from potential candidate countries.
