Call for tender EAHC/2012/BTSF/01: Organisation and implementation of training activities on Feed production and contaminants in feed and food mainly for EU Member States under the "Better Training for Safer Food" initiative

The call will cover the organisation and implementation of training activities to be held mainly in the European Union (EU) Member States. The trainings are subdivided in 3 Work packages:

  • Work package 1 will cover the organisation and implementation of training activities on animal by-products;
  • Work package 2 will cover the organisation and implementation of training activities on feed law;
  • Work package 3 will cover the organisation and implementation of training activities on controls on contaminants in feed and food.

Work package 1

These training sessions are mainly addressed to officials from competent authorities who are responsible for the implementation of the health rules on ABPs.
The contractor will organise and implement 15 3-day training sessions to be held in three or more EU Member States selected by the contractor.
The attendance should be approximately 30 people for each training session which means an estimated global number of 450 for the whole training programme.
The training sessions will be offered first to participants from Member States and other countries in accordance with the following global instructions: a maximum of 20 officials from Germany, United Kingdom, France, Italy, Spain and Poland, respectively; a maximum of 10 officials from each of the other EU Member States and candidate countries (e.g. Iceland, FYROM, Montenegro, Serbia and Turkey).
The global participation from Member State and candidate countries should not exceed 390 participants. The remaining places should be assigned in the following way: approximately 10 participants from EFTA and EEA countries (e.g. Norway, Switzerland); 50 participants coming from the ENP countries, Mediterranean basin countries and from selected third countries.

Work package 2

The activity will be focussed on the following fields:
a) General training for feed control staff on the EU legislation on feed;
b) Specific training for feed control staff on EU feed hygiene rules and HACCP auditing.
The contractor will organise and implement 12 training sessions, of which:
Course 1: 6 five-day training sessions dedicated to field a)
Course 2: 6 three-day training sessions dedicated to field b)
The attendance should be approximately 30-35 people for each course which means an estimated global number of 395.
The courses will be offered first to participants from EU Member States and other countries according to the following instructions:
- a maximum of 16 officials from respectively Germany, United Kingdom, France, Italy, Spain, Poland;
- a maximum of 10 officials from each of the other EU Member States and candidate countries (e.g. Iceland, FYROM, Montenegro, Serbia and Turkey).
The global participation from EU Member States and candidate countries should not exceed 365 participants.
The other 30 places should be assigned, with a maximum of 2 participants from each country, in the following way: approximately 6 participants from EFTA and EEA countries (e.g. Norway, Switzerland); approximately 24 participants from the European Neighbouring Policy countries (ENP), Mediterranean basin countries and from selected third countries.

Work package 3

The contractor will organise and implement 15 three-day training courses covering relevant aspects of controls on contaminants in feed and food in 3 or more different EU locations, selected by the contractor.
The training is mainly addressed to competent authority staff in EU Member States and Candidate Countries (e.g. Iceland, FYROM, Croatia and Turkey), in European Neighbouring Policy countries (ENP, e.g. Ukraine, Serbia and Russia) and the EFTA-EEA countries (Norway, Switzerland, Liechtenstein) responsible for the control of contaminants in feed and food.
The attendance should be approximately 35 people for each course with an estimated global number of 525 participants.
The courses will be offered first to participants from Member States and other countries in accordance with the following instructions: 455 participants coming from all EU Member States and Candidate Countries (Iceland, FYROM, Montenegro, Serbia and Turkey) with a maximum of 3 experts from any of these countries; 60 participants from ENP countries (e.g. Ukraine, Moldova, Russia, Morocco, Egypt); 10 participants from EFTA-EEA countries (Norway, Switzerland, Liechtenstein).
