Europe continues to under-invest in ICT research and development, investing less than other industrialised economies.

Given the importance of ICT for the future of pretty much all industries, the lack of investment in ICT R&D is a threat to the entire European manufacturing and service industry.

However, public investment in ICT R&D increased throughout the economic crisis. Given the deficit reduction efforts currently being undertaken by many Member States, it is encouraging to observe that public R&D in ICT was not only not reduced, but even increased.

In 2011, the ICT part of the European Research Framework Programme was in its fifth year of implementation and had already allocated almost 5 billion euros to around 1500 projects, about 1 billion more than the previous Framework Programme. For the future, on 30 November 2011 the Commission proposed Horizon 2020, an 80 bn package bringing together all EU research and innovation funding under a single programme.
