European Constituency for EP elections

The European Parliament should have, as of 2019, a part of its MEP's elected by a common European constituency, to which only pan-European parties could run.

While this is yet far from a bicameral EP, it would allow European citizens to have real debate on European policies, instead of the present scenario, where European elections are more of a punishment mechanism for parties in government.

A European constituency would thus force institucions and politicians to be more transparent, and citizens to better inform themselves.

Are European citizens sufficiently informed on European politics, and if not, is the European constituency a problem or a solution?
Are European parties able and willing to engage in a real Union-wide political campaign?
