Digital Agenda for Europe: Open platforms for web-based applications and services

The objective of this session is to motivate current and new constituency to identify research needs in the medium and long term in relation to open platforms for new generation of web-based applications and services.

Open platforms means, in this context, platforms that have a potential impact beyond the benefits for those who develop the platform and that are the basis for the generation of new standards. This action pays special attention at identifying and engaging new stakeholders that are present in the current web but not in our activities, e.g. social networks in the Member States, games industry, regional clusters, ICT SMEs, system integrators, as well as potential users of new web-based platforms that are not part of the ICT sector, and young entrepreneurs. This interactive panel session will also discuss possibilities of building future European Innovation Partnerships on web-based applications and services.

Intel will be hosting ERIC on Sep 21/ 22, a main focus of which will be Digital Europe (DE)/ Open Innovation (OI). In this workshop we will look to kindle discussion and encourage debate on the context of a DE, the central role ICT must play in its realization and the need for collaboration and OI. The workshop will:

Examine some of the major challenges to be faced in reaching the 2020 goal and beyond.

Highlight the need for collaboration and OI in order to achieve success.

Examine examples where OI has been successfully embraced and discuss opportunities for its further adoption.

This will be an exceptional opportunity to review and debate the context of a DE, network with key influencers and examine examples where OI and collaboration have delivered value in large scale initiatives. The output will be used to inform the evolving approach and debate as to how to achieve a DE. Broadcasting media internet Platforms : A strategy for the exploitation of the interleaved spectrum serving active users /content creators and regional clusters

Comm 2007/700 presents the European strategy concerning UHF spectrum. However several inaccuracies and errors are contained in it like (page 3): the locally unused spectrum (interleaved) is introduced as a “new product” due to DSO, even more as “important” complement to the digital dividend, or it is considered as identical to the term “white space spectrum” introduced recently in USA by the White Space Coalition

• The interleaved spectrum (channels) is the result, of any National Coverage Implementation and not a result of the DSO neither “important” complement to the spectrum dividend. It is the opposite

• The term “white space spectrum” is not identical to the European term “Interleaved TV channels” neither the European DSO is (not at all) identical to the American DSO

Our approach targeting to new innovative infrastructures (wirelass IP backbone in UHF) avoids the irreversible loss of such an important spectrum that will result if full duplex cognitive devices will be adopted

We, at the Research Council of Norway, would be happy to support any initiative that could help researcbased innovation project be firmly rooted in interest groups that have good potential use and value of initatives from SMEs and researchers within open platforms for web-based services. An example of a national initive is found at www.egovmon.no, useful application initiative of public use, with strong links to the european net eGovMonNet.
