Action 68: Member States to mainstream eLearning in national policies

The action aims at Member States to mainstream eLearning in national policies for the modernisation of education and training, including curricula, assessment of learning outcomes and the professional development of teachers and trainers.

In 2013, the Commission has published a Communication on "Opening up Education" dedicated to boost innovation and digital skills in schools and universities. The Commission is selecting new research projects and pilots to showcase the use and deployment of eLearning resources and technologies in education and training across Member States

What is the problem?

Today eLearning is not sufficiently present in Member States' education and training policies. However, the benefits of eLearning are enormous: it enables people to acquire skills anywhere, anytime; it empowers teachers to adopt new practices, to tailor interventions on the basis of personal learning needs and to individualise assessment. It also caters for self-regulated and informal learning, accommodates different learning styles, innovative collaborative learning practices, and supports more efficient workforce training, at a global scale, improving delivery, reducing training costs and time-to-competencies.

Why is EU Action required?

Responsibility for education and learning lies within the Member States. However, the EU has the mandate to support Member States in their efforts to modernize education and training systems, inter alia, by promoting the exchange of good practices and by supporting research and studies in effective use of ICT for learning.

What has the Commission done so far?

In 2011, the Commission:

  • Gathered experts and stakeholders to identify and discuss “enabling and inhibiting” factors, relevant experiences and barriers to adoption of eLearning across Member States. To this extent a workshop on "Mainstreaming eLearning" was held in June at the DAE assembly 2011.
  • Supervised the implementation of research projects and pilots showcasing the use and deployment of eLearning resources and technologies in education and training across Member States.
  • Raised awareness on the benefits of adopting eLearning, sharing knowledge about results, practices and solutions available in Europe and laying the foundations for future plans.

In 2012, the Commission:

  • Adopted the Communication "Rethinking Education", encouraging Member States to take immediate actions to ensure that young people develop the skills and competences needed by the labour market and to achieve their targets for growth and jobs. Inter alia, the Communication stressed the role of technology and open educational resources – to be fully exploited in schools, universities and vocational and training institutions.
  • Selected new research projects and pilots to showcase the use and deployment of eLearning resources and technologies in education and training across Member States.

In 2013, the Commission:

  • Adopted the Communication on Opening Up Education, a joint DG CONNECT and DG EAC initiative. It encompasses a comperehensive set of 24 actions under four pillars: Open Learning Envronments, Open Educational Ressources, Connectivity and Concerted Actions.
  • The Commission is also financially supporting research and innovation actions on ICT for learning under FP7 and the CIP Programme. New research projects and pilots to showcase the use and deployment of eLearning resources and technologies in education and training across Member States are being selected.

What will the Commission do next?

  • The Commission will continue supporting research and innovation actions on ICT for learning under the new Research and Innovation Programme Horizon 2020.
