Network exists and cooperations between Member States will be enhanced following the European Commission's proposal for a Directive on network and information security.

What is the problem? Reactions to cyber-attacks are too slow

To respond to online security breaches in real-time conditions, a well-functioning network of Computer Emergency Response Teams ("CERT"s) should be established in Europe.

Why is EU action needed? Reinforce capacities EU-wide to react faster to security threats

The establishment of CERTs will:

  • provide immediate response services to victims of cyber attacks
  • publish alerts concerning online threats
  • offer other information to improve computer and network security

 The Commission invites Member States to strengthen cooperation between the existing National CERTs and to expand existing cooperation mechanisms like the European Governmental CERTs Group.

What has the European Commission done so far?

In 2012:

  • ENISA helped to reinforce cooperation between National / Governmental CERTs in the Member States and on European level.

In 2013:

  • In February 2013, the Commission set out its intention to enhance the cooperation of National / Governmental CERTs as well as the establishment of national competent authorities for network and information security through a legislative proposal on enhanced network and information security across the EU.

What will the Commission do next?

In 2014:

  • The Commission will continue to follow the legislative process of adoption of the Directive on network and information security (see DAE Action 123).
