UNICEF and Millicom have formally agreed to a three-year alliance to improve respect for children’s rights in the telecommunication sector. The partnership will strive for positive change within the industry through pilot implementation of the Children’s Rights and Business Principles and the UNICEF and the International Telecommunication Union (ITU) Guidelines for Industry on Child Online Protection. The French regulator "Autorité de Régulation des Communications Électroniques et des Postes" (ARCEP) proposes to continue regulating the SMS termination market for a third consecutive period (since 2006) arguing that it is still not competitive. The Commission considers that the high SMS usage in France may result from the imposed regulation rather than being a French specificity as claimed by ARCEP. Read more
