The study will aim to investigate into the conditions required for the development of harmonised interoperability solutions for the seamless exploitation of wholesale access products across the EU with the view to achieve a Single Market for telecommunications. The study should conduct a thorough techno-economic assessment of the virtual access products in Europe both existing and in a forward-looking manner, including an analysis of the existing and potential demand for such products, as well as an assessment of the conditions required for ensuring technical harmonisation. The categories of virtual access products covered by this study include Layer 2 next generation bitstream access (including VULA), Layer 3 (IP) bitstream and Ethernet leased lines.
