Regional policy touches all parts of the EU, and at all levels - from the EU-wide and national scale, to Europe’s regions and local communities. It is part of the EU cohesion policy, the European Union's strategy to promote and support the overall harmonious development of its Member States and Regions. The policy is implemented by national and regional bodies in partnership with the European Commission.

On the other hand, the Commission develops and implements the European research and innovation policy with a view to achieving the goals of Europe 2020 and the Innovation Union. The Commission makes Europe a better place to live and work, improving Europe's competitiveness, growth and job creation while tackling the main current and future societal challenges.

These two policies do not exclude each other and sometimes the funding instrument used for one of them can also cover the needs of the other. For that reason the European Commission organised a workshop on 12 May in Brussels in closed cooperation with the Spanish ministry of economy to evaluate ways of action to cover several areas with the same financial instrument.

The report of that workshop is attached.
