Ex-ante advertisement with pre-selection criteria for " Comparison of broadband speed tests to improve measuring of broadband speed in the future" - SMART 2013/0056

The European Commission will launch soon a call for tenders for a service contract of a maximum value of EUR 50 000 (fifty thousand euro). The purpose of this call for tenders is to collect and compare the results of various hardware and software based approaches to measure broadband speed in Europe.

This publication is made pursuant to Article 124.1 (b) of the Rules of Application of the Financial Regulation that provides for an ex ante publication on the Institutions' websites of contracts with a value up to 60.000 EUR.

Only the candidates invited by the contracting authority to participate in the procedure for awarding this low value contract will be admissible.

Context:  As spelled out in the Digital Agenda, the availability of (fast) broadband has numerous societal and economic advantages. However, the speed experienced by user depends not only on the broadband connection to the premises, but also on the equipment and technologies used within the premise.

The objective of the study is to collect and compare information on EU Broadband speeds based on various measurement approaches (hardware/software) and sources (including mlabs, Ookla/Speedtest, Akamai, Sam Knows, National Regulatory Authorities) and to explain possible differences found. The Commission will soon publish the results of an EU wide broadband speed test done by SamKnows. 

The study should provide a brief overview of existing(hardware/software based) broadband speed testing approaches , and combine the various speed results available, including the soon to be published EU wide SamKnows study, into a database. With statistical methods as well as qualitative approaches, the study should identify similarities and differences in that data.  Then, the study should explain and analyse the differences found. The methodology and results described should be made fully transparent. The information will eventually be made available as a study accompanied by a data base. It should be submitted as text plus database plus graphics in English language.

Interested economic operators can express their interest to participate in the call for tender until 13 May 2013 in writing to CNECT-F4@ec.europa.eu.

The pre-selection criteria applied for this call are:

· Proven knowledge of the context as outlined below

· Relevant experience in the field of broadband and/or statistical analysis

 The following evidences must be provided in respect of each of the selection criteria identified above and included in the email expressing the interest of the economic operator to participate in the call for tender.

· CVs of persons involved in the work

· List of relevant publications

·  List of comparable projects undertaken already in the 3 years preceding the publication.

Processing your reply to the ex-ante advertisement will involve the recording and processing of personal data (such as your name, address and CV).
