On 30 June 2014, the Electronic Leaders Group (ELG) submitted to VP Kroes the Implementation Plan of the European Industrial Strategic Roadmap. The implementation plan is the result of an extensive consultation and intense discussion. The plan is bold, concrete and it is recommended that it is implemented immediately. The plan is engaging for the whole electronics value chain, including those industries that depend on digital components and systems, such as automotive, aerospace, industrial automation and health.  It also calls on the engagement and financial support of the Member States and regions. Trailblazing projects, world class reference zones of testing of smart innovation and networks of competence centres are proposed to stimulate demand for electronic components and systems. On the supply side the ELG proposes to build on the pilot lines that were already launched. The ELG very much welcomed the new instrument of Important Projects of Common European Interest (IPCEIs).
With the proposed measures Europe is 'on a par' with other regions of the world for investments.

The implementation plan shows Europe’s determination to maintain the electronics components and systems design and manufacturing capability and capacity within its territory, for growth, jobs and innovation in Europe throughout its economy.

On 27 June the Electronic Components and Systems for European Leadership (ECSEL JU) public private partnership came into existence – in less than a year from the Commission Proposal. All preparatory steps to launch a Call for Proposals have been taken. The Multi-Annual Strategic Plan has been approved on 30 June.
