Who can participate?

The programme is open to all legal entities established in the EU Member States and associated countries to the ICT Policy Support programme.

Work Programme

The Work Programme for 2013 is available here.

The PSP Work Programme describes the themes, objectives and types of actions that will be supported in the ICT PSP following calls for proposals and tenders. It also includes the selection criteria and rules for participation in the programme. For the themes addressed, the Work Programme specifies: the objectives to be reached with EU support; the targeted outcomes; and, the expected impact. For each objective, it also describes the types of actions (funding instruments) to be supported.

PSP Grant Agreement Preparations

Following the positive evaluation of a proposal, the proposal coordinator is invited by email to commence negotiations with the Commission for a Grant Agreement. Here are important documents and other sources that can assist participants who are invited for project negotiation. PSP Project Management

Following completion of negotiations and the signature of a Grant Agreement, these sources outline information useful for the whole project duration (financial, reporting, review, etc). PSP Project Management.

Instruments and Implementation

The different objectives of the work programme require different implementation measures.

There are five types of instruments for the ICT PSP work programme:

  • Pilot (Type A) - building on initiatives in Member States or associated countries
  • Pilot (Type B) - stimulating the uptake of innovative ICT- based services and products
  • Thematic Networks - providing a forum for stakeholders to exchange experiences and build consensus
  • Best Practice Networks - exclusively for digital content, Europeana and creativity areas: they support sharing of best practices in these fields.
  • PPI Pilot (Public Procurement for Innovative Solutions) - supporting public procurement as a driver for the deployment of innovative solutions

These instruments are defined in detail in the Work Programme. They provide complementary financing tools in order to reach the ICT PSP objectives. Evaluation of the Programme

The legal base for the CIP stipulates that the Commission shall regularly monitor the implementation of the Framework programme and its specific programmes. An interim evaluation has taken place in 2009, and a final evaluation (2nd interim) has taken place in 2011.
The planned evaluation and monitoring activities for the ICT-PSP are scheduled in The Multi-annual Plan for Evaluation and Monitoring of the ICT-PSP.
