Interoperability and Standards: making it happen!

Interoperable ICT systems allow for creativity and competition of ideas. Innovation and more choice and better products for IT consumers are the target. We believe that interoperability-standards are key and the public authorities can play a role in their development and deployment. Therefore Action 23 of the Digital Agenda  proposes to use standards during public procurement of ICT systems.

Mainstreaming eLearning in education and training is key

On 16 June, in the framework of the Digital Agenda Assembly, we will have the opportunity to discuss with Member States' representatives, experts and stakeholders how to support the mainstreaming of eLearning in national policies as an agent for modernization of education, for all subjects and skills.  Mainstreaming eLearning is one of the key actions of the Digital agenda for Europe.

President Obama recently stated, “we're sending today our children out into a 21st century economy by sending them through the doors of 20th century schools”. This applies to a large extent to schools in Europe as well. If we want to ensure a bright future for our young generations and build the knowledge economy of the  twenty first century, Europe has no choice than to continue modernizing its education and training systems, making full use of the potential of ICT.

When research on wireless connections meets the Digital Agenda

One of our EU-funded research projects has delivered outstanding results. The EUWB (Coexisting Short Range Radio by Advanced Ultra-Wideband Radio Technology) project has developed greener, faster and safer technology for wireless home entertainment and transport Internet connections. This falls in line with the key objectives of the Digital Agenda for Europe, aiming at providing every European household with a 30Mbps download rate by 2013 and 50% of Europe's homes with connections of at least 100 Mbps by 2020.

Towards a cloud computing strategy for Europe: Matching supply and demand

The impact of cloud technologies goes beyond reducing IT costs and improving business efficiency. Cloud computing combined with web based applications and services are preparing the ground for new European start-ups that could play a positive role in the IT landscape. Companies of all sizes and government institutions will achieve new levels of productivity and innovation. The cloud and web services industries will be a key source of new jobs and could help making great gains in addressing major healthcare, education and other societal issues.

Social networks, a driver for economic and political change?

Social networks are dramatically transforming economic and policy landscape, e.g. Arab uprising, zero email companies, crowd sourcing of innovation, emergency and crisis response. Moreover, social networks are strategic platforms to increase competitiveness of all sectors for Europe. Contrary to common thinking, there are many very successful European Social Networks supporting cultural diversity very close to citizens (representing 200 Million registered users).

How can you improve user confidence online?

Lack of trust is seriously hampering e-commerce in Europe. Almost two thirds of consumers who had not made a cross-border distance purchase in 2010 were worried about falling victim to scams or frauds or cited concerns about what to do if problems arose and half of them were worried about delivery.

Role of public authorities in funding high speed broadband infrastructure in rural areas

The Digital Agenda for Europe has set up ambitious targets on the deployment and use of high speed broadband infrastructure and services. It is obvious that these are ambitious objectives which will require a substantial amount of investment and efforts both from private and public domains.

The Commission's estimate indicates that between € 38bn and € 58bn would be needed to achieve the 30 Mbps coverage for all by 2020 and between € 181bn and € 268bn to provide sufficient coverage so that 50% of households are on 100 Mbps services. The size of the investment represents a real challenge. This is because the benefits for society as a whole appear to be much greater than the private incentives to invest in faster networks.

Youth engagement to make the Digital Agenda a reality

Last week, we had the pleasure to spend a morning with Vice-President Neelie Kroes and a set of energetic and inspiring young people who have contributed to the digital society so far through their business, research, or engagement in civic society.

We asked them advice about how to make sure our policies take into better account youth' needs and how we can work better together in order to help each other. Indeed, what can they do to help us work better and reach young people through our actions? How can we help them overcome barriers and obstacles they have encountered in their professional life?

Europe Digital Single Market at the crossroads between Telecoms & Media

I had a good discussion at the IIC Telecommunications & Media Forum, yesterday, the 13th of April. I was sharing with the participants my views of the Digital Single Market, one of the founding pillars of the Digital Agenda for Europe. My main points were that this is the key to European competitiveness especially during this historical economic downturn. Even in these times, the digital economy is growing faster than any other sector, and this should be the space where business innovators should find the ideal ground to develop their ideas and to create new wealth.

When Europeans think of the obstacles to the Digital Single Market they often think of the most obvious frustrations suffered by themselves as consumers, when they are denied to purchase goods in another Member States because their credit card is not accepted, or when they try to watch IP-TV abroad. Video on Demand (VOD) on the internet is simply not available in certain Member States and the offer is restricted in most of the others. Because of the lack of a Single Market in digital music, certain providers just decide not to offer their services in certain countries and thus de-facto to discriminate consumers because of their country of residence. This is something I and my colleagues are confronted to daily, through citizens messages and complaints.

Presto Centre: a nice example of European cooperation for our cultural heritage

Last week, DG INFSO has made the Second progress report on the digitisation and online accessibility of cultural material and on digital preservation in the European Union publicly available, providing a useful overview of both projects and issues in European digitisation.

In March I attended the launch of PrestoCentre a non profit organisation led by five of the major audiovisual archives organisations in Europe to facilitate the digitisation and preservation of our audiovisual collections across Europe. PrestoCentre is the result of more than 10 years of collaborative work under our IST research and innovation programmes of the leading archives in Europe: Institut National de l'Audivisuel (INA - FR) , Sound and Vision (Beeld en Geluid - NL), BBC (UK), RAI (IT) and ORF (A).
