Are hard pressed regions, cities and towns really thinking about ICT investments as Europe faces an economic crisis? How could a city manager in an economically disadvantaged region, for example, who has just seen her budget cut by 30% (a common scenario in the EU at the moment), be persuaded of the case for spending money on ICT systems rather than on keeping a hospital open? Of course, if she uses ICT wisely perhaps she can keep the hospital open and promote welfare in the region. Perhaps. But is the evidence conclusive?
What have we to learn about using ICTs in times of austerity rather than growth? Workshop 24 at the Digital Agenda Assembly will offer the techies the chance to listen to the people on the ground.
