The Commission sends its new legislative proposals and consultation documents to national Parliaments, cf. Protocol No. 1 to the Lisbon Treaty. National Parliaments can submit opinions on such documents to the Commission for reply under the so-called "political dialogue".
Under Protocol No. 2 to the Lisbon Treaty a national Parliament may within an eight week deadline submit a reasoned opinion stating why it considers that a legislative draft does not comply with the principle of subsidiarity.
