Evaluation practice in Directorates-General
In some policy areas evaluation is a shared responsibility between EU countries and the Commission. One example is cohesion policy, where the EU countries are responsible for ex ante and interim evaluation, while the Commission mainly conducts thematic, synthesis and ex post evaluation.
Several Directorates-General have set up evaluation networks with their partners at national level.
Most of the evaluations are conducted by external consultants selected by competitive tender.
