The Directorate is responsible for the implementation of the specific research programme "Improving the Human Research Potential and the Socio-Economic Knowledge Base". The main objectives of the programme include the development of the European human potential in scientific research, mainly through the training and mobility of researchers, the strengthening of the socio-economic knowledge base by addressing a number of key problems facing European society (employment, social, economic and cultural development, interactions between education, technology and society, governance and citizenship, European integration), and the promotion of a European scientific and technological culture.

Main duties and responsibilities in this period:

The merging of two Directorates (XII/G: Training and Mobility and XII/H: Targeted Socio-economic Research) and the subsequent administrative restructuring;

The implementation of the two programmes (TSER and TMR) within the Fourth Framework Programme (1994-1998), and the conception and design of the new programme "Improving the Human Research Potential and the Socio-Economic knowledge Base";

The consolidation of socio-economic research as a main element in the Fifth Framework Programme (1998-2002);

The negotiations with the European Parliament and the Council for the «Improving the Human Research Potential and the Socio-Economic knowledge Base» programme;

The launching and implementation of the "Improving the Human Research Potential and the Socio-Economic Knowledge Base" programme;

The management of Directorate F which employs around 150 people and has a total budget of approximately € 1.300 million for a period of 4 years.

 1993-1996: Director for Vocational Training, Directorate-General for Education, Training and Youth (DG XXII)

The Directorate was responsible for the Community vocational training policy, including the social dialogue in the area of training policy.

Main duties and responsibilities in this period:

the implementation of the PETRA, EUROTECNET, COMETT and FORCE programmes;

the design of the Leonardo programme and the subsequent negotiations with the Council and the European Parliament;

the launching of the Leonardo programme and its first year of implementation;

the restructuring of the Directorate, which employed around 100 people and had an annual budget of approximate €180 million.

1988-1993: Director, Directorate-General for Coordination of Structural Interventions (DG XXII)

The Directorate was responsible for the implementation of the major reform of structural funds, the coordination of all Community structural interventions and the overall pursue of the objective of economic and social cohesion.

Main duties and responsibilities in this period:

the negotiations with the Council and the Parliament for the new Structural Funds Regulations;

the implementation of the major reform of the Structural Funds;

the negotiations that led to the Community Support Framework for the new German Länder;

the Structural Funds' part of the 'Delors Second Package';

the coordination of all Community structural interventions.

 1985-1988: Chef de Cabinet of Mr. Varfis, Member of the Commission of the European Communities

Mr. Varfis was initially (1985) charged with regional policy and the relations with the European Parliament. From 1986, he was responsible for the coordination of structural policies and consumer protection.

Main duties and responsibilities in this period include the conception and implementation of economic and social cohesion and the negotiations of policies related to economic and social cohesion (intergovernmental conference that led to the Single European Act, 'Delors package', reform of the structural funds).

 1981-1984: Advisor, Ministry for Foreign Affairs, Greece

Head of Directorate on European Community Affairs, Secretary of the Inter-ministerial Committee for European Affairs, responsible for the negotiations on the 'Greek Memorandum' on the relations between Greece and the European Community.

 1976-1981: Head of Department on European Community issues, Bank of Greece
