Sustainable Production and Consumption

This action supports the implementation and further development of the
EU Strategy for Sustainable Development, the EU Environmental Action
Plan through prospective socio- and techno-economic research and method development. This includes:
" Identification, characterisation and assessment of technological
options for sustainable production and consumption. Understanding the
conditions under which these technologies are developed, identifying the
barriers to their development and use and analyzing the measures to
improve their uptake. In particular the action supports DG ENV and DG
RTD on the further development and implementation of the Environmental Technologies Action Plan.
Production and Consumption:
" To support DG ENV and DG ENTR in the development and implementation
of the Actions Plans on Sustainable Production and Consumption and on
Sustainable Industrial Policy: methodology development and product
identification; assessment of the potential for improvement of selected products.
" To support DG ENV in the revision of the waste framework directive
and the implementation of the thematic strategy on waste prevention and
recycling through the development and application of an 'end of waste'
methodology and the techno-economic analysis of the relevant material
and waste streams, in cooperation as appropriate, with actions IES and IE.
Input Output and macroeconomic models for Impact Assessment:
" Expand the capacity of IPTS to conduct studies in the domain of
input-output analysis (data & modelling) in cooperation with EUROSTAT
and DG ECFIN, especially in regard to environment and sustainability
relevant policies. Models developed are used to evaluate, at regional
national or international level, the impact of different policies on
macroeconomic variables such as gross domestic product, employment,
consumption, productivity, competitiveness, etc, as well as on the environment.
" Prospective analysis on the interactions between innovation,
competitiveness and employment in the context of different regulatory and policy approaches.
" Use and development of integrated impact assessment methodologies (IA
structure, models and tools) to support the SG and DG RTD in the
implementation of the SD Strategy of the EU, in particular regarding the
implementation of the Communication and Guidelines on Impact Assessment:
Maintenance of the IA Tools website and support for services, IA training.
" Contribution to cost-effectiveness and cost benefit analyses, esp.
environmental accountability frameworks (Environmentally Extended
Input-Output analysis) and computable general equilibrium models, to
support impact assessments of policies, measures and technologies
" To contribute to the policy making process related to the sustainable
use of resources based on economic models for optimal resource management.
