      <abstract><![CDATA[The overall objective of FENCAB is to provide policy support related to integrated conversion processes for coal, biomass and waste to produce heat, electricity, alternative fuels (including H2 and 2nd generation biofuels) and 
chemical and material feedstocks. The project scope includes the biorefinery 
concept and carbon capture technologies for abatement of Greenhouse Gas (GHG)
(CO2) emissions. 


	
FENCAB critically evaluates energy conversion systems through networking, 
including participation in appropriate Technology Platforms, CEN standards 
working groups and European networks, and selective underpinning research on 
thermodynamics and process flows in thermal and biological conversion 
technologies using coal, biomass and waste separately or mixed to achieve high 
conversion efficiency and low emissions. Focus will be on the best routes to 
achieve maximum yield of heat, electricity, fuel or chemical feedstock with 
best use of by-products and process wastes. The main tasks include: 
Gasification of Biomass and Mixed Fuels(involving process studies using the 
PSTL Internal Circulating Fluidised Bed Gasifier and the batch pyrolysis rig 
for waste and biomass characterisation), Combustion of Biomass, Waste and Coal 
(involving high efficiency energy production from coal and/or co-fired 
systems, waste incineration process control and process efficiency), 
Alternative Fuels and Materials (hydrogen production by electrolysis and 
biorefineries), and Biogas Production from Municipal and Agricultural Wastes 
and Energy Crops.



The project will actively pursue increased cooperation and interaction with 
other institutional projects in the institute. Particular consideration will 
be given to enhanced synergy through shared use of facilities and technical 
competences.


	
FENCAB supports the research work of doctoral students and the Enlargement and 
Integration Actions of the JRC by organising expert workshops and training 
researchers from these countries. Finally, it is involved in strategically 
selected indirect actions and it networks with relevant institutions and 
bodies in the Member States.

To perform the role of Operating Agent of the PREWIN Waste Incineration Network, expand its membership in the EU and Candidate Countries, manage the network reference laboratory and facilitate a communication link to the policy making DGs. To work with the network technical Task Groups on plant efficiency, reliability and emissions reduction (according to Directive 2000/76/EC and the Waste Incineration BREF) to establish, further develop and promote implementation of best operating practices for maximising energy recovery and minimising emissions.]]></objective>
        <objective><![CDATA[06. To initiate a study of the feasibility of incorporating work on biorefineries and the concept of "refineries of the future" into the project in 2008. ]]></objective>

To carry out underpinning research on the influence of thermochemical process parameters on the production of alternative fuels, including hydrogen, from coal, biomass and waste. This work uses the Plant Simulation Test Laboratory (PSTL), making use of the new integrated circulating fluidised bed gasification installation and the batch pyrolysis furnace. Part of the research will be carried out through specific collaboration with universities and research organizations, extending existing scientific collaborations in NL, I, CZ and PL.  ]]></objective>

To carry out underpinning research on the utilisation of coal, biomass and waste as fuels for the production of heat and/or electricity using combustion processes, including oxy-fuel combustion, focusing on process efficiency, sensors for process control, methods of carbon capture and inter-relations between process efficiency and emissions. This work uses the Plant Simulation Test Laboratory (PSTL) for performance and reliability studies on plant components, process monitors and sensors.       <abstract><![CDATA[This action focuses on providing support to the EU policy for a single market 
of financial services and competition. 


With its expertise in statistics, 
econometrics and financial modelling, the JRC supports the three main issues 
aiming at the achievement of an integrated competitive financial market: 
finalising the legislation, ensuring its effective implementation, carrying 
out ex post evaluation. 
In the past few years JRC has been active in supporting the Financial Services 
Action Plan, - where the watchwords were cross-border competition, 
contestability, market access, enhanced transparency, market integrity, 
financial stability and efficiency - and should now be engaged in the 
remaining (leftovers) pieces of legislation needed to consolidate a well 
functioning single market where competition is not distorted.


The work plan for 2007 will focus on contributing to the following 
activities: 


(i)	measuring the economic impact of the various measures introduced under 
the Financial Service Action Plan; 


(ii)	reviewing legislation to ensure harmonisation in deposit guarantee 
schemes to increase EU integration of the banking market; 


(iii)	producing an economic impact assessment of the Solvency II project, 
which aims to assess whether there is the need to change the current EU 
insurance solvency regime established by the Solvency I package;


(iv)	performing quantitative econometric analyses  aimed at assessing 
structural and behavioural aspects affecting competition on the provision of 
financial services in the EU countries;


(v)	analysing and quantifying the existing barriers that maintain the EU 
infrastructure for clearing and settling cross-
border transactions highly fragmented.


Moreover the action will focus on carrying out scientific research in the 
relevant fields, in collaborations with academia and international 
organisations, and will focus on the dissemination of relevant results. 
Beside the institutional activities and following additional requests of our 
institutional customers (see for instance the letter of Director General of DG 
Internal Market, Mr. Schaub, attached), FINECON will also carry out a number 
of competitive studies on topics related to the institutional projects. In 
2006, FINECON had 3 active Administrative Arrangements (2 with DG MARKT, and 1 
with DG COMP, which was also extended) and 1 Third Party Work for EFTA, for a 
total budget of ~ 450 K€. ]]></abstract>
        <objective><![CDATA[01. To analyse different models that can be used by the Directive 94/19/EC on Deposit Guarantee Schemes (DGS) to introduce risk-based contributions (for DG MARKT Unit H1 – Banking and financial conglomerates). The analysis will include simple data-based methodologies as well as advanced financial models. This project is the follow up of a JRC action line started in 2006 entitled Deposit Guarantee Schemes (Action n°4131, 2006 Objective II.2).]]></objective>
        <objective><![CDATA[02. To analyse and quantify the existing barriers (the so-called Giovannini barriers) to efficient cross-border clearing and settlement processes in order to proceed with their removal (for DG MARKT Unit G2 – Financial Markets Infrastructures). In particular the JRC is required to investigate the possibility to produce a synthetic indicator of the barriers. This project is the follow up of the eponymous JRC action line started in 2006 (Action n°4131, 2006 Objective II.3).]]></objective>

DG MARKT (Unit G1 – Financial services Policy) is launching in 2007 an open call for tender to find an external contractor to perform an evaluation study of the economic impact of the Financial Services Action Plan (FSAP). JRC will contribute with its expertise in quantitative econometric analysis to construct the Terms of Reference defining the purpose, the scope and the expected results of this evaluation exercise.       <abstract><![CDATA[The action aims at the development, testing and deployment of quality 
assessment methodologies of knowledge used to underpin EU policies, including 
education, climate change, sustainability and health. Secondly, it aims at 
contributing to strengthen a risk governance platform for an Enlarged Union; 
integrating the expression and communication of uncertainty and risk by 
coupling formal and informal methods, and investigating issues of trust and 
vulnerability in the relationship between science and governance. Third, it 
aims at developing guidance and training on science communication to non-
scientific spheres, in particular for policy making and societal debate; this 
entails design, development and testing of information and communication based 
tools to foster public dialogue on policy relevant science. Fundamental to the 
research work and compliance with the client Commission services’ requests is 
the maintenance of institutional networks and transference of methodological
