Study supporting the formulation of an evaluation and monitoring strategy for the CIP ICT PSP

Objective

Objective: The main objective of the study was to assist the Commission in development of a simple, coherent and effective evaluation and monitoring strategy for the ICT Policy Support Programme (ICT-PSP) in the CIP (Competitiveness and Innovation Framework Programme).

The study results will be part of the support for a coherent strategy for evaluation and monitoring within the Lisbon objectives, the i2010 and the CIP framework, and also addressing synergies with current and previous RTD Framework Programmes, as well as other relevant Community and/ or Member State funding.

The project documented in the Final Report supported was carried out through a number of activities:

  • An analytic review of policy documents relating to the Programme basis (e.g. EU Innovation and Information Society policies and specific CIP monitoring and evaluation requirements);
  • Development and presentation of future perspectives for a future CIP monitoring and evaluation strategy;
  • Support and assistance to the EC in developing a prospective multi-year evaluation framework covering required evaluations and the associated evidence base; and
  • Validation and finalisation of the strategy in light of key stakeholder feedback.

Recommendations were made for the detailed content of the evaluation and monitoring strategy, regarding the levels at which evaluations should be undertaken, the focus and timing of the successive evaluations, the methodology to use, and definition and appropriate use of indicators.
