Monitoring of the Evaluation of eTEN Call

An independent external monitoring of the eTEN Call 2003/1 took place at a critical time for the programme, a time of transition. Re-orientating to focus upon the rollout of services of common interest implied change for both Commission staff and an established programme constituency. Additionally, the Call 2003/1 had been preceded by a troubled period in the history of the programme. These conditions created an imperative to establish whether the eTEN Call 2003/1 Evaluation ensured the fair, equal and valid treatment of proposals. Monitoring also aimed to provide recommendations and highlight issues requiring further consideration on how to improve efficiency and effectiveness.

This report pdf - 193 KB [193 KB]  presents the findings and recommendations of the External eTEN Call Monitoring Panel. The panel comprised two high level experts and a specialist in programme and policy evaluation. They are:

  • Anne Mc Kee –Evaluation Specialist

The monitoring exercise and Report reflect the growing commitment within DG Information Society to the use of monitoring and evaluation of its activities as an aid to decision making.
