Today the management board of the new EU Agency for large-scale information systems in the Home Affairs area held its second meeting in Tallinn and selected Mr Krum Garkov (BG) as its Executive Director. Mr Garkov will be invited to appear before the Civil Liberties, Justice and Home Affairs Committee (LIBE) of the European Parliament on 10 July.
Mr Garkov has a track record of managing large IT organizations both in the public and private sector. He possesses extensive experience in spearheading strategy development and daily operations of major national and international IT systems in a wide range of areas including taxation and revenue collection, privatization and risk management. At present he holds the position of Operations Director for Experian Group Ltd.
The selection of the first Executive Director is a key step in the move towards the operational launch of this new Agency. The immediate priorities will be to complete the finishing touches to the Agency's infrastructures, teams and internal procedures and to supervise and steer the final preparations for taking over management of the VIS and EURODAC systems from 1 December onwards. A further key priority will be to prepare for taking over operational management of SIS II once it enters into operations in March 2013.
This is a challenging position and the expectations for this new Agency are very high. In addition to carrying out its core tasks of managing existing large IT systems in this policy area, the Agency will be expected to rapidly move towards a more proactive phase, with a view to becoming centre of excellence and preparing for the possible development of other IT systems in this policy area.
