A new model for identifying and analysing critical infrastructure sectors is now up and running in Slovenia thanks to the RISKGIS project.

Over the past 10 years, many EU countries have tried to identify and analyse critical infrastructural sectors using various methodological and policy approaches. The key problem has been how to assess risks related to complex, multilayered, multisectoral and interconnected critical infrastructures in order to support a more comprehensive critical infrastructure protection policy at both national and EU levels.
The RISKGIS project introduced innovative methods and tested them in one EU country – Slovenia. Tests assessed an interactive analytical and simulation model for interdependency-based criticality and risk assessment across sectors of critical infrastructures. As well as developing a practical tool, the project also aimed to identify and analyse the most critical infrastructures, multi-sectoral intersections and geographic areas of infrastructural congestions.
The project resulted in an integrated, multilayered and interactive Geographic Information System (GIS) for the sectors of transport, energy and related ICT networks in Slovenia. It also developed a computer simulation module for interdependency-based criticality and risk assessment. This module is able to calculate the interdependency, criticality and ultimately the risk factors from the attributes of the objects in the integrated GIS database.
The whole country is analysed with the purpose of identifying the critical geographic areas of higher infrastructural density and interconnectivity. A similar risk assessment methodology is not known to exist elsewhere.
During the RISKGIS project, workshops were organised with relevant experts, operators and policy makers from other EU countries.
Results and best practices were disseminated via the website and directly to relevant national and international authorities. Now that the project has tested the innovative methods in Slovenia, there is potential to transfer the implemented model and methods to other EU countries.
