Committees play a key role in ensuring that EU Decisions and Regulations on food and feed safety, animal health & welfare and plant health are practical and effective. For more information on Comitology in general, click here.
The Commission may consult the relevant Committee on draft measures it is planning to adopt. The Committee can then deliver an opinion on the Commission's work.
Committees are made up of representatives from EU Member States. They are chaired by a European Commission representative.

Standing Committee on Plants, Animals, Food and Feed
The Standing Committee on Plants, Animals, Food and Feed (PAFF Committee ) plays a key role in ensuring that Union measures on food and feed safety, animal health & welfare as well as plant health are practical and effective. It delivers opinions on draft measures that the Commission intends to adopt. For more information, please visit the Comitology Register.
The PAFF Committee is composed by representatives of all Member States and presided by a European Commission representative.
The PAFF Committee's mandate covers the entire food supply chain - from animal health issues on the farm to the product on the consumer's table - helping the EU deal effectively with health risks at every stage of the production chain.

Where no opinion is delivered during a vote at a regular committee the Commission may submit the draft implementing act to the Appeal Committee for further deliberation. The Appeal Committee functions like the other Comitology Committees (made up of EU Member State's representatives, chaired by the Commission, same voting rules). It is not a permanent body, but rather a procedural tool which gives EU Member States the opportunity to have a second discussion at a higher level of representation.
