Each unit in DG SANCO has a Unit Management Plan (UMP) that shall function as a planning instrument for SANCO, a management tool and also be a part of the detailed internal part of the SANCO Annual Management Plan (AMP).

The UMP shall define (as a minimum):

  • Work areas1 (4-6)
  • Expected achievements (Outputs)2 with 18 months horizon including priorities3
  • Deadlines for important steps leading up to delivery (milestones)
  • Staff allocated (H.R - Human Resources) for work areas in FTE4
The plans shall be continuously revised as circumstances change.

As the plans provide a broad picture of ongoing and planned work, priorities and milestones as well as detailed resource allocation in each unit, the DG SANCO Management has decided to make slightly revised (in line with the Data Protection requirements) versions available to stakeholders and the general public.

Horizontal Units


1 Chunks of work in a unit to which staff are allocated.
2 Deliverable/product (e.g. legislative proposal, Green Paper, number of projects financed, major conference, series of workshops,)

A Must do Must deliver by a fixed deadline because political priority (AI) or required by good governance (ex. administrative code of conduct, like responding to Parliamentary Questions, reporting to central services etc (AII) CLWP, implementation of the budget, and other deliverables defined by senior management (AI) expediting current business (in particular as referred to by the code of administrative conduct) (AII)
B Should do Actions for which it is important to ensure progress as rapidly as resources allow and that should be delivered within a certain timeframe (for instance during the year).Preparation of second priority legislative items, development of IT systems
C Wish to do Other actions undertaken by the unitActions which units aim to progress as far as the resources available permit and which have not been assigned specific deadlines by the senior management.
4 FTE = Full Time Equivalent = A full year staff (AD administrative officials, AST assistant officials, TA/AT temporary agents, END/SNE seconded national experts, CA/AC contractual agents) taking into account absences for normal holidays, trainings etc.
