Study on Community consumer law and the information society (99/S 123-91174/FR) - Open procedure

This notice cancels and replaces the previous notice published in Supplement to the Official Journal of the European Communities No S 118 of 19. 6. 1999, p.38, 82943-99.

1.2 Award procedure chosen: Open procedure.

2.1 Category of service and description - CPC reference No: Category 27, other services.

2.2 Description of the service(s): Study aimed at examining whether existing Community consumer law adequately responds to the new environment of the information society, identifying, if necessary, gaps and providing suggestions on how to rectify them.

The contract does not include options involving additional purchases.

3.1 The execution of the service is reserved for a particular profession: No.

3.2 Legal persons are bound to indicate the names and professional qualifications of the personnel to be responsible for the execution of the service: Yes.

3.3 Service providers may tender for part of the services concerned: No.

4.1 Place of delivery or execution: Delivery to the contracting authority (as in 1.1).

5.1 Duration of the contract - time limit for starting, providing or completing the service: 8 months.

The final report (in 20 copies) will be submitted to the Commission no later than 8 months after the contract has been signed. A translation of the report into French or English (in 20 copies) will be provided if the original report is drawn up in another language.

An electronic version of the report and résumé (adapted for Acrobat Reader and/or Microsoft Word) will also be submitted).

8.1 Where applicable, any deposits or guarantees required: No deposit will be required.

9.1 Information on the service provider’s own position:

- list of the principal services provided over the past 3 years, together with their value, dates and recipients, public or private, involved;

- indication of the academic and professional qualifications of the service provider and/or the undertaking’s managerial staff;

- description of the measures taken by the service provider to ensure the quality and the study and of the research methods to be used;

- candidate’s name or trade name, address and telephone number, VAT number (if liable).

Qualifications in the field concerned and the curricula vitae of the person responsible for the study and of his team. An outline of the study and a work schedule specifying the proposed methodology.

A statement confirming the candidate’s economic and legal capability to successfully carry out the study and the fulfilment of his social security and tax obligations in accordance with the relevant law.

10. Open procedure (only)

10.1 Criteria for the award of the contract: The economically most advantageous tender assessed in accordance with the following criteria and indicated, if possible, in descending order of importance: quality, experience of the contracting party in the field of the information society, Community consumer law and price.

10.2 Tender documents and additional documents are available until : 7. 8. 1999.
