On 5 June 2013, the "Quit Smoking With Barça" campaign won a prize at the European Association of Communications Agencies (EACA) Care Awards.

The prize was awarded for excellence in the category "Government Bodies and Related Organisations".

The EACA Care Awards are established to recognise excellence in social marketing. This year, the ceremony was focused on the advertising industry’s contribution to society.

The scientific opinion remains unchanged and reinforced after the evaluation of the additional submitted data.

The SCCS reiterates its previous conclusions and requests regarding an improvement of the data, in particular:

  1. on the exposure of humans including children to propyl- and butylparaben in cosmetic products and
  2. the toxicokinetics of propyl- and butylparaben in humans.

The SCCS emphazises the need that children up to 6 months of age should not be exposed to direct sunlight but should be protected from sunlight by use of appropriate means such as adequate clothing, shade etc. If these measures are followed, sunscreens are then applied only in skin areas which are not protected by the clothes.

Comments on this opinion should be provided by 1 July 2013.

On the eve of World No Tobacco Day, Commissioner Borg calls on Members of the European Parliament and on Europe's Health Ministers to support the Commission's proposal on tobacco products. "As 70% of smokers in the European Union start before the age of 18, we must strive to make tobacco products and smoking less attractive to young people."

Commissioner Borg also takes this opportunity to congratulate all ex-smokers on their achievement in a video message, and to come back on actions the Commission is undertaking to combat smoking, notably, the ex-smokers are unstoppable campaign.

European Food Safety Authority (EFSA) has concluded that insecticide fipronil poses a high acute risk to honeybees when used as a seed treatment for maize.

A restriction on the use of three pesticides belonging to the neonicotinoid family was adopted by the Commission on 24 May 2013. These pesticides (clothianidin, imidacloprid and thiametoxam) were identified as being harmful to Europe’s honeybee population. This restriction will enter into force as from 1 December 2013 and will be reviewed, at the latest, within two years. It targets pesticides used in the treatment of plants and cereals that are attractive to bees and pollinators.

The European Commission has adopted a package of measures to strengthen the enforcement of health and safety standards for the whole agri-food chain. The package of measures provide a modernised and simplified, more risked-based approach to the protection of health and more efficient control tools to ensure the effective application of the rules guiding the operation of the food chain.

On April 29 2013 EU Member States did not reach a qualified majority – either in favour or against - in the Appeal Committee which discussed a Commission proposal to restrict the use of 3 neonicotinoid insecticides.

In absence of an agreement between Member States, it is now for the Commission to decide on the adoption of the proposed restriction.

A new EFSA opinion on genetically modified maize for food and feed uses, import, processing and cultivation was published on 26 March 2013. In accordance with Regulation (EC) No 1829/2003 on genetically modified food and feed, the public may make comments on this opinion during 1 month.

One new EFSA opinion on genetically modified oilseed rape for food uses with the exception of refined oil and food additives has been published on the 12 February 2013.
