Subject: In 2002, there were about 30 000 marine officers
too few, a shortage of about 30% compared with the number needed,
for the 10 000 or so ships of the European Union countries.
Opportunities therefore abound and, for those who love the sea, a
career as a marine officer offers enriching and exciting
employment prospects, both on board ships and later onshore, in
numerous activities related to the shipping industry. The European
Union has a large number of maritime academies of a high standard.
The recruitment of young, well-trained Europeans from these
academies will guarantee that our ships operate as safely as
possible. The European Commission, through the Directorate-General
for Energy and Transport, has been aware of the problem of a
growing shortage for several years. As a result, it has decided,
following on from the Communication on the training and
recruitment of seafarers (COM(2001)188final), to produce a film
entitled “Waves of Passion” which describes the career
opportunities for marine officers, and to create a
website linked to it giving practical information about career
opportunities, useful contacts, the existing legislation, etc.
