This section contains older videos whose contents are partially out-of-date but nevertheless remain interesting for the follow-up of European policy developments in energy and transport. Several of these videos feature Mrs Loyola de Palacio and Mr François Lamoureux, respectively former EC Commissioner and Director-General for Energy and Transport, who both deceased in 2006.

GALILEO: the countdown has begun

: GALILEO, the European programme of civil radio-navigation by satellite initiated by the European Commission and the European Space Agency, will allow a multitude of applications for the general public and professionals on a worldwide scale. The two first experimental satellites will be launched by summer 2006 for a test phase. This phase will be followed by the launch of the first 4 satellites, of a constellation of thirty satellites which will circle the earth in three different orbits.  GALILEO is compatible and interoperable with the American GPS, but will provide a more precise, continuous and guaranteed signal. The EGNOS system recently put into operation is the precursor of GALILEO. The economic benefits expected of GALILEO are staggering and explain the commercial attraction of the programme and the commitment of the private sector. Precision, reliability, the multiple applications of GALILEO and its global coverage explain why many third countries wish to participate in the programme.

Road safety : let’s start by respecting the rules…

Subject: Through its action programme on road safety, the Commission proposes to reduce the number of people dying on Europe's roads from 40 000 to 20 000 by 2010. Better respect for rules on speed, alcohol levels, seat belt use, and driving time for lorry hauliers would go a long way to reaching this objective.
The Commission proposes reinforcing controls in this area alongside awareness raising campaigns and greater co-operation between Member States on cross-border controls, data exchange and the promotion of good practice.

Trans-European Transport Network

The European Commission presents a new list of priority projects to complete the trans-European transport network by 2020. It is not simply a matter of establishing a list of projects in Member States and accession countries. Better coordination between countries must be encouraged, in order to put this infrastructure in place and an answer has to be given to the difficult question of financing these projects

Maritime safety: Europe demands safer seas

Subject: When the Prestige foundered off the coast of Galicia in November 2002, there was mounting anger. “What was Europe doing”, people wondered? “Where were the measures promised when the Erika sank”? Measures had been taken, at least at European level. The wreck of the Prestige has, however, brought about new draft legislation, such as the ban on transport of heavy fuel-oil in single hull tankers

Single European Sky

Subject: In Europe, there are around 25,000 airplanes in the sky on any given day. As the number of planes is due to double by 2010, flight delays will continue to be on the rise. In order to decrease the number of delays and to continue to ensure a high level of safety, the European Commission proposes to restructure the EU airspace according to traffic flows and no longer to national borders. The EC adopted in October 2001 a package of proposals on air traffic management designed to create a Single European Sky by end 2004.

GALILEO

Subject: Galileo, the satellite navigation and positioning system launched by the European Union and the European Space Agency will enable users to accurately determine their positions in space and time at any given time. Its every day uses are multiple in various sectors from transport to energy, telecommunications, finance, geology, public works, search and rescue systems etc. It is complemetary to the GPS system while giving at the same time its independance to the EU in the field.

Europe of railways

Subject: presentation of the so-called first and second railway packages for the establishment of an integrated EU railway area, with greater safety, interoperability and opening of the rail market. The first package entered into force on 15 March 2003 and opened up the 50 000km plus trans-European rail freight network to international goods services. The second package foresees a.o. the full opening of the international rail freight market by 2006.
