TEN-Ts: Commission finances over €1.7 billion in railway projects

Vice-President Antonio Tajani responsible for Transport signed on 5 December 11 financing decisions under the Trans-European Transport Networks (TEN-Ts) programme for the period 2007-2013. The decisions concern important railway works in Italy, Austria, France, Germany, Slovenia and Hungary. The signature took place in Verona at a conference discussing the future of TEN-T policy.

Commission proposes new rights for bus and maritime passengers

The Commission adopted on 4 December two legislative proposals establishing sets of rights for passengers using bus and maritime services on both domestic and international routes. Rights include minimum rules on information for all passengers before and during their journey, assistance and compensation in the event of interruptions of journeys, measures in the event of delays and specific assistance for persons with reduced mobility. Like in the air and rail sectors, proposals foresee independent national bodies for settlement of disputes.

Air passengers’ rights: Commission reiterates its priorities and highlights its planned action for 2009

On the Commission’s initiative, a meeting on the rights of passengers travelling by air was held on 2 and 3 December. The event, which brought together the trade and national administrations, reviewed the application of European regulations. The Commission announced its intention to adopt the corrective measures required early next year.

Consumers: European Commission steps up pressure on airlines to ensure websites selling tickets fully comply with EU law

On 2 December 2008, on the eve of a meeting of 27 national enforcement agencies and stakeholder groups in Brussels, Vice President Tajani, EU Transport Commissioner and EU Consumer Commissioner Meglena Kuneva have stepped up pressure on airline companies selling tickets on the web to meet their legal obligation to fully comply with all the requirements of EU law. In a joint letter to the airline representatives, the two Commissioners have set out a 30 point checklist of consumer rights which all web pages selling air tickets must respect.

Energy Efficiency in Buildings

The Commission proposes measures to boost energy efficiency and renewable energy in low-income households

The European Commission adopted a proposal on 3 December which will, for the first time, enable all Member States and regions in the European Union to invest in energy-efficiency and renewable energy measures in housing, with the support of European Cohesion Policy funding. The measure, foreseen in the European Economic Recovery Plan presented last week, will be targeted at low-income households. In practice, this means the EU will be able to co-finance national, regional or local authority schemes to install double-glazing, wall insulation and solar panels in housing.

EU and Egypt signed agreement on Energy

The European Commission and the Arab Republic of Egypt signed on 2 December in Brussels a Memorandum of Understanding to enhance EU-Egypt energy cooperation. The areas covered by the Memorandum are, among others, energy market reforms and convergence of Egypt’s energy market with that of the EU, promotion of renewable energy and energy efficiency, development of energy networks as well as technological and industrial cooperation. The Memorandum was signed by Commissioners for External Relations and Neighbourhood Policy, Benita Ferrero-Waldner, and Energy, Andris Piebalgs, and the Minister of Foreign Affairs of Egypt, Ahmed Aboul Gheit.
