Maritime safety: Commission takes Estonia and Italy to the European Court of Justice

The European Commission decided on 27 November to take Estonia and Italy to Court for failure to transpose legislation on the mutual recognition of seafarers' certificates issued by the Member States.

State aid

Commission authorises Belgian aid scheme for modes of transport other than road

The European Commission approved on 26 November a Belgian aid scheme for the land transport of goods to promote environmentally friendly modes of transport providing an alternative to road. The scheme will run from 2008 to 2013 with an annual budget of €3.5 million. It will encourage the development of goods transport by inland waterway and rail, including combined transport, enabling the Belgian authorities to implement an environmentally friendly mobility policy for the sustainable development of the Walloon region.

Commission authorises Czech State aid to bus operators in Southern Moravia

The European Commission recognised on 26 November that compensations granted to Southern-Moravian bus operators in the Czech Republic are State aid measures. The measures have been found compatible with the common market.

Commission declares Austrian State aid to Postbus compatible with the common market

The European Commission decided on 26 November that the public service contract concluded between the Austrian bus company Postbus and the Verkehrsverbund Tirol, the private-law body in charge of organising public transport in the district of Lienz, contains State aid. At the same time, the Commission has found that this State aid is compatible with the common market.

Energy Efficiency in Buildings

Energy Performance of Buildings: Commission launches Court proceedings against Luxemburg

The European Commission launched on 27 November Court proceedings against Luxemburg for failure to notify adequate national implementing measures as required by the 2002 Energy Performance of Buildings Directive. The Directive aims at reducing energy consumption in buildings and thus plays an important part in improving overall energy efficiency.

State aid to the coal industry

European Commission approves German hard coal state aid for 2008

The Commission approved on 26 November German State aid in favour of hard coal production in the year 2008. The measure essentially covers State aid to accessing coal reserves and to cover exceptional costs for German hard coal mining. The total State aid for 2008 is 2 378 million €. As in past years the German authorities notified this yearly measure to implement the coal production plan as previously approved by the Commission. Since the budget of the year 2008 is lower than the one foreseen in the plan and since the measures at stake are consistent with those previously foreseen, the Commission considers the aid for 2008 to be compatible with EU rules on State aid to the coal industry.

International relations: UKRAINE

Commission opens negotiations with Ukraine and Moldova upon accession to the Energy Community

First negotiation rounds were successfully held in Vienna on 25 and 26 November 2008 with Ukraine and the Republic of Moldova concerning their accession to the Energy Community Treaty. Both countries demonstrated their strong willingness to join the Energy Community, to prepare for the implementation of the related EU legislation and to pursue the necessary reforms of their energy markets.

Nuclear safety

Nuclear Safety: Commission moves ahead

On 26 November the Commission adopted a revised proposal for a Directive setting up a Community framework for nuclear safety. The new Directive responds to EU citizens' concerns for Europe-wide binding safety legislation for the operation of nuclear power plants. It defines basic obligations and general principles for the safety of nuclear installations in the EU while enhancing the role of national regulatory bodies.

International relations: BRAZIL

Brazil and the EU deepen energy relations with the first Ministerial meeting of the EC-Brazil Energy Policy Dialogue

Energy Commissioner, Andris Piebalgs, and the Minister of Mines and Energy of Brazil, Edison Lobão met on 20 November in São Paulo to enhance bilateral energy cooperation in the frame of the European Commission-Brazil Energy Policy Dialogue. This is the first meeting at Ministerial level since the launch of the bilateral energy dialogue in Brussels in July 2007. The encounter was held in the context of Commissioner Piebalgs' first visit to Brazil to participate in the 2nd International Biofuels Conference.
