Maritime safety: the Commission acts against the United Kingdom

 

 

The European Commission decided on 16 October to take the United Kingdom to the Court of Justice for failure to respect EU legislation on ship-source pollution and on penalties for those responsible for polluting discharges. It also decided to send a reasoned opinion to the UK authorities for incorrectly transposing into national law legislation on the European vessel traffic monitoring system.

Harbour dues: Commission initiates proceedings against Spain before the Court of Justice 

 

 

On 16 October the European Commission decided to initiate court proceedings against Spain for the discriminatory harbour dues laid down by Spanish legislation in breach of Community law.

Road transport: new working time directive to cover false self-employed drivers

 

 

The European Commission adopted on 15 October a proposal to modify the directive on working time in road transport. The new proposal aims to ensure that the existing working time rules apply to all employed professional drivers, including false self-employed workers.

TEN-T Days 2008: Time for change?

 

The European Commission launches on 14 October a two-day stakeholder conference as an opening for reviewing the trans-European transport networks' policy. The review process shall address major challenges the European Union is facing in the coming decades – climate change, competitiveness, social and economic cohesion. The opening event or TEN-T Days 2008 hosts around 500 experts representing all transport sectors, Member States, candidate and neighbouring countries, researchers and users, constructors and investors. .

Trans-European Transport Network: Coordinators present Vice-President Tajani with annual reports for 2007-08

 

 

Brussels, 14 October :

The eight European coordinators have each presented Vice-President Tajani with their third annual report giving a detailed ‘state of play’ of the priority projects for which they are responsible. Welcoming the reports, Mr Tajani said, ‘These reports provide the Commission and the other EU institutions with a detailed analysis of nine major European projects. I am pleased to see how much progress has been made in the past year. Also, in reminding us of the realities on the ground, the reports represent important input into discussions that are just getting under way on a review of policy on the Trans-European Transport Networks.’

For safer roads in cities: European Road Safety Day 2008

 

 

13 October sees the second European Road Safety Day. To mark this event, the European Commission is holding a conference in Paris on road safety in cities in cooperation with the French Presidency. This conference will be attended by more than 600 people, including Antonio Tajani, the Commission Vice-President responsible for transport, and Jacques Barrot, the Vice-President responsible for justice, freedom and security, as well as Dominique Bussereau, the French Minister of State responsible for transport, and Altero Matteoli, the Italian Transport Minister.

Member States endorse Commission proposal to improve the energy performance of external power supplies 

 

 

At the meeting of the Ecodesign Regulatory Committee on 17 October, EU Member States endorsed the European Commission's proposal for a regulation aimed at improving the energy performance of external power supplies. The regulation is expected to cut the EU's electricity consumption of these devices by 30% by 2020, compared to a "business as usual" scenario.

Commissioner Piebalgs underlines the need to reinforce rules on nuclear safety

 

 

On 15 October, at the fifth meeting of the High Level Group (HLG) on Nuclear Safety and Waste Management, Andris Piebalgs, Energy Commissioner highlighted the need for a higher level of nuclear safety.

Council deal on energy package: a crucial step towards completing the internal energy market

 

 

President Barroso and Energy Commissioner Andris Piebalgs have welcomed on 10 October the agreement reached by EU Energy Ministers on the Commission's 2007 legislative package for the EU electricity and gas market. This agreement will enable many of the benefits of an open and competitive energy market including fair prices for citizens and industry; business opportunities for new or smaller companies (for instance those investing in renewable energy); or clear investment conditions for new power plants and transmission networks which can result in increased security supply and less risk of blackouts..
