GALILEO: 11 candidates short-listed for the next step of the procurement procedure



19 September

The European Commission and the European Space Agency have selected 11 applicants out of the 21 applications received for the procurement procedure of the first complete constellation of the European satellite navigation system (GALILEO). During the first phase of the procedure, interested parties submitted a "Request to participate" and candidates were short-listed on the basis of pre-defined selection and exclusion criteria. The next step of the procurement procedure will be organised and managed by the European Space Agency as the delegated procurement agent, in close coordination with the European Commission as the contracting authority.

Aviation security: the European Commission takes measures against Greece

The European Commission decided on 18 September to send a reasoned opinion to Greece for failure to adequately apply EU Regulations on civil aviation security. This concerns in particular the requirements for national compliance monitoring activities of airports and operators.

Port security: Estonia and the United Kingdom late with transposing Community rules


The European Commission on 18 September decided to refer to the Court of Justice the matter of proceedings against Estonia and the United Kingdom for failing to transpose the European legislation on enhancing port security into national law within the set time limit.

State Aid legislation

Olympic Airlines and Olympic Airways: two state aid decisions



The European Commission on 17 September found that a plan submitted by the Greek authorities whereby certain assets of Olympic Airlines and Olympic Airways Services will be privatised in bundled form does not involve any State aid provided that the undertakings given by the Greek authorities are fully complied with. Thus Greece has received the green light from the European Commission to proceed with the privatisation. This decision follows a separate but related decision taken by the Commission to partially close the formal State aid investigation procedure it opened on 19 December 2007 concerning State aid granted by Greece to Olympic Airways and Olympic Airlines. The Commission has concluded that since its last decision in September 2005 concerning the Greek flag-carrier Olympic Airways Services and Olympic Airlines have received further State aid estimated at more than EUR 850 million. This Commission decision finds that this aid is incompatible with community law.

Internal market in natural gas: the Commission sends reasoned opinion to Poland


The European Commission has on 18 September decided to send a reasoned opinion to Poland for failure to fully implement the Directive on common rules for the internal market in natural gas. A reasoned opinion is the last step in the infringement procedure before referral to the Court of Justice.

Reasoned opinion addressed to Belgium for failing to fully transpose the Directive on the granting of authorisations relating to hydrocarbon deposits


The European Commission has decided on 18 September to send a reasoned opinion to Belgium as a result of the country's non-compliance with Community legislation aimed at guaranteeing non-discriminatory access to activities relating to the prospection, exploration and production of hydrocarbons.
