Commission launches investigation into aid granted to Sernam, the former road and rail transport division of SNCF

On 16 July the European Commission decided to launch an investigation into aid granted by the French authorities to Sernam, the former road and rail transport services operator of France's national railway company (SNCF). The investigation will focus on the implementation by France of a decision taken by the Commission in 2004 authorising aid of €503 million to Sernam but requiring the repayment of €41 million which the company had already received.

Commission launches a formal investigation into State aid to polish haulage undertaking C. Hartwig Katowice

The European Commission has decided on 16 July to launch a formal investigation into a restructuring loan by the State to the Polish haulage undertaking, C. Hartwig Katowice. The Commission has also decided to scrutinize the measures taken by PKP Cargo, a State-controlled rail freight operator, in favour of C. Hartwig Katowice and the price it paid for its takeover.

Commission approves financing for inter-island maritime transport in the Azores

On 16 July, The European Commission gave its agreement to a Portuguese aid scheme that aims to promote regional development in the Autonomous Region of the Azores. The so-called SIDER ("Sistema de Incentivos para o desenvolvimento Regional dos Açores") focuses on four areas of action: local development, the tourism sector, promotion of quality and innovation and strategic projects for regional development. The scheme covers the period of 2007 to 2013. The estimated annual budget for the maritime sector will not exceed €5 million.

European Transmission System Operators

No disturbances expected for electricity supply this summer under usual weather conditions

Brussels, 17 July

Except in the case of unusual weather conditions, no disturbances of electricity supply are expected for this summer. This is the main conclusion of the analysis of the situation for this season prepared by the Association of the European Transmission System Operators (ETSO) and presented to the Electricity Cross-Border Committee of the European Commission at the request of Energy Commissioner Andris Piebalgs. ETSO and the European Commission also discussed the preparatory and coordination measures by ETSO members in order to avoid or mitigate the impact of any potential disturbances in electricity supply this summer.

The European Commission is inviting all stakeholders, including energy companies, project developers, equipment manufacturers, government services, agricultural and forest industry, environmental NGOs and all other interested stakeholders, including from outside the EU, to help identify the need to develop at EU level sustainability criteria for biomass for energy purposes.

Improving the environmental performance and in particular the energy efficiency of products and stimulating their market uptake are the core objectives of a package put forward by the European Commission today. It sets out a series of voluntary and obligatory actions to support a coherent and dynamic policy in the EU and internationally, helping to define eco-friendly products, informing the consumer through improved labelling and supporting their purchase through public procurement and fiscal incentives.

Commission issues its opinion on units 3 and 4 of the Slovak Nuclear Power Plant of Mochovce

The Commission has issued on 15 July its opinion on the project of Slovenské Elektrárne to complete Units 3 and 4 of Mochovce Nuclear Power Plant in the Slovak Republic, according to the requirements of articles 41 to 44 of the Euratom Treaty. Those requirements state that any new investment related to nuclear activities has to be communicated to the Commission which should, in return, send its views to the Member State concerned.
