Training of seafarers: Commission sends reasoned opinions to Estonia and Italy

The European Commission sent on 3 April reasoned opinions to Estonia and Italy for failure to adopt national legislation on the mutual recognition of seafarers' certificates issued by the Member States. Sending a reasoned opinion is the last step before the lodging of a formal complaint to the Court of Justice.

River Information Services: Commission sends reasoned opinions to four Member States

The European Commission has decided on 3 April to send reasoned opinions to Belgium, the Czech Republic, Poland and the Slovak Republic for failure to transpose into national law the European rules for setting up harmonised river information services on inland waterways. Sending a reasoned opinion is the last step before possibly taking a matter to the Court of Justice.

Maritime safety: European Commission sends reasoned opinion to Italy

The Commission sent on 3 April a reasoned opinion to Italy for failure to adequately transpose and implement legislation on port State control. The Commission has decided to act against Italy for failure to fully transpose into national law and implement a 1995 Directive[1], which was subsequently amended following, among others, the Erika accident.

Commission takes Greece, Italy, Luxembourg and Portugal to the Court of Justice for infringing EU social rules on road transport

On 3 April the European Commission lodged proceedings against Greece, Italy, Luxembourg and Portugal for failure to comply with European social legislation relating to road transport activities.
Greece, Italy, Luxembourg and Portugal have not communicated their national measures transposing Commission Directive on the implementation of European social legislation relating to road transport activities. Member States had to adopt the necessary legislation before 1 April 2007.

Freedom to supply services in maritime transport: the Commission addresses a reasoned opinion to Finland

The European Commission sent a reasoned opinion, the final step before a possible referral to the Court of Justice, to Finland on 3 April on account of national provisions requiring foreign shipowners to have a representative in Finland approved by the customs authorities. This representative is jointly and severally liable with the shipowner for paying fairways duties. These duties are charged for the service of guiding vessels through the fairways, especially through port access and departure channels.

Clean Transport: Commission authorises Slovakia to grant fiscal aid to railway and inland waterways transport

The European Commission has decided on 2 April not to raise any objections to the excise duty reductions and exemptions introduced by Slovakia for the benefit of railway and inland waterways transport. These measures are aimed at reducing external costs in the transport sector.

Regional airport infrastructure: Commission approves Polish aid to Łódź airport

The European Commission has on 2 April decided not to raise any objections to the public financing of infrastructure development at the Polish regional airport "Port Lotniczy Łódź Sp. z o.o.". The measure is aimed at improving the airport infrastructure and therefore at enhancing the social and economic development of the entire region of Lódzkie.

The European Commission authorised on 2 April restructuring aid for the transport company C. Hartwig Warszawa S.A. The aid consists of a loan amounting to 13 000 000 Polish zlotys (€ 3 385 416), which will be repaid by 2009.

Ecodesign Directive: European Commission sends Reasoned Opinion to Poland

The Commission sent a Reasoned Opinion to Poland for failure to communicate its transposition of the Ecodesign Directive. This is the last step of an infringement procedure, before referring the Member State to court. The directive, which aims to lower the environmental impact of energy-using products, is one of the pillars of the EU's strategy on energy efficiency.

European Commission authorises Polish State Aid for coal industry
 

The Commission has decided on 2 April not to raise any objections to the PLN 1.3 billion (approximately € 350 million) which Poland proposes to grant to its coal industry for the years 2008 to 2010. The state aid aims to cover the restructuring costs of the coal mines resulting from administrative, legal or tax provisions and the labour costs associated with the financing of staff reductions.

European Commission clears Bulgaria's financing of environmental clean-up of former coal mining sites

The Commission decided on 2 April not to raise any objections to the conditions of the Bulgarian State's involvement in the environmental clean-up of former coal mining sites in the country. State financing of the programme will amount to € 19 million, which will be paid out over a four year period.

Commissioner Piebalgs opened European Wind Energy Conference

European Energy Commissioner Andris Piebalgs took part in a major international conference on wind energy which opened on 31 March in Brussels, Belgium. The Commissioner chaired the opening session where together with high-level speakers from the Member States and the European Parliament he discussed the role wind energy will have in achieving the EU's its 20% renewable energy (RES) target by 2020.
