General and business aviation on the Commission’s agenda 

On 11 January, the European Commission has adopted an agenda for general and business aviation in Europe. For the first time since the creation of the EU internal aviation market, the Commission has studied this sector, quantified its value and identified the challenges that it is facing. The Commission now proposes to integrate general and business aviation into the EU air transport policy. Improving data gathering, screening of legislation to ensure proportionality and integrating general and business aviation into the capacity optimisation initiatives are the main elements of this agenda.

European Commission and European Investment Bank Launch new Instrument to Finance European Transport Network
 

On 11 January the European Commission and the European Investment Bank (EIB) signed a Cooperation Agreement establishing the Loan Guarantee Instrument for trans-European transport network projects (LGTT). This new instrument will facilitate greater participation of the private sector in the financing of transport infrastructure of European significance, especially for investments in TENs projects where there is a high level of revenue risk in the early operational period of a project. The LGTT, which forms part of the Trans-European Transport Network (TEN-T) programme and the EIB's Action for Growth initiative, will partially cover this risk and thereby significantly improve the financial viability of TENs investments. The capital contribution of €1 billion (€500 million each from the Commission and the EIB) is intended to support up to €20 billion of total capital investment.

Commissioner Andris Piebalgs visited on 7 January Nuon's gasification power plant "Willem-Alexander" in Buggenum, Netherlands. The Commissioner was accompanied by Lambert van Nistelrooij, Member of the European Parliament. The visit took place as the Commission is preparing a package of proposals on energy and climate change for adoption later this month.
