New rules end confiscation of duty-free liquids bought at Singapore airport from transfer passengers

On 13 December, the European Commission adopted a regulation allowing air passengers arriving from Singapore and transferring at an EU airport to take duty-free liquids on-board their connecting flights. When changing planes in the EU, these passengers will no longer be obliged to abandon liquids bought at Singapore airport and carried in their cabin baggage. This is the first application of a recent regulation that introduced the possibility of such exemptions for liquids bought in the airports of third countries.

Commission approves changes to social aid for air travel between mainland Portugal and the Autonomous Region of Madeira

The European Commission has on 11 December approved changes to a social State aid scheme proposed by the Portuguese authorities for air transport services to/from mainland Portugal and the Autonomous Region of Madeira. The scheme, approved by the Commission in 1998, is available to residents of the Autonomous Region of Madeira and students meeting certain criteria.

State aid: Commission concludes its investigation into aid to Tieliikelaitos (now Destia), clears transitional aid, puts end to unlimited State guarantee


The European Commission has concluded on 11 December its investigation into aid given to Tieliikelaitos (now Destia), the successor to the national road service that was set up as a State Enterprise when Finland opened its road service market to competition. The Commission has decided not to raise objections to the aid provided on a transitional basis by the Finnish government to facilitate Tieliikelaitos' adaptation to its new competitive environment, in a context of overstaffing and of strict limitations on staff downsizing. At the same time, the Commission requested the Finnish government to put an end to a number of privileges that Tieliikelaitos enjoyed, namely the non-application of normal bankruptcy and corporate income tax legislation.

State aid: Commission approves Italian aid scheme for scrapping maritime and inland waterway vessels

The European Commission has decided on 11 December not to raise objections to an aid notified by Italy that aims to encourage the scrapping of old vessels. The vessels eligible to the scheme are used exclusively for local maritime and inland navigation public transport.
 

The aid is designed to accelerate scrapping of older vessels which do not comply with recent maritime or inland navigation safety requirements and environmental standards applicable to newly constructed vessels. It will thus help to prevent accidents, in the interest of safeguarding human life and protecting the environment. The Italian authorities also intend to discourage the transfer of those vessels to other markets, inside or outside the Community, so as to reduce the risk of accidents as much as possible.

Aid to maritime transport: the Commission wishes to scrutinize certain aspects of the changes planned by Denmark to its flat-rate tax regime based on tonnage

In response to a notification from the Danish authorities, the European Commission on 11 December decided to open a formal investigation into some of the changes Denmark plans to make to its flat-rate tax regime based on tonnage (tonnage tax). This tax regime enables shipping companies, should they wish to do so, not to pay company tax but to pay a flat-rate tax based simply on the tonnage of their fleet. The investigation concerns only some of the proposed changes since the Commission believes that the other changes are compatible with Community rules.

Commissioner Piebalgs calls on energy companies to play an active role in implementing the new Euro-Mediterranean region energy partnership

European Energy Commissioner Andris Piebalgs participated on 10 December as a keynote speaker in the Observatoire Méditerranéen de l'Energie General Assembly meeting in Brussels with a presentation on the future of the Euro-Mediterranean energy relations. A week ahead of the 5th Euro-Mediterranean Energy Ministerial Conference that will take place in Limassol, Cyprus, on 17th December, the Commissioner called on the leading energy companies operating in this region to play an active role in supporting the EU Priority Action Plan for 2008-2013 on the Euro-Mediterranean cooperation in the field of energy.
