European air traffic management: an important step towards the Single European Sky

On 26 October, the European Commission adopted new rules for more interoperability between air traffic management (ATM) systems in Europe. This aims to set common technical and procedural rules and thereby remove barriers to the harmonised use of ATM systems. The new legislation complements three Regulations adopted this year and last year in order to modernise air traffic management systems within the Single European Sky.

State aid: Commission approves aid to the Rzeszow Jiasionka Airport in Poland

The European Commission has on 23 October decided not to raise any objections to the public financing of infrastructure development at the Polish regional airport "Port Lotniczy Rzeszóv Jasionka". The measure is aimed at improving the airport infrastructure and thereby enhancing the social and economic development of the entire region of Rzeszówsko-Tarnobrzeski.

State aid: Commission approves aid by Greece to road infrastructure

The European Commission has decided on 23 October not to raise any objections to certain measures adopted by the Greek authorities in support to road infrastructure. The Commission considers that grants for the construction and upgrading of such road infrastructure in Greece do not constitute State aid.
Between 2007 and 2014 the Greek authorities will grant € 330 million for construction and upgrading of three motorways. The Commission took into account that the project was put out to a tender procedure, thereby ensuring that the builder of the infrastructure would not be overcompensated. Consequently, as the measure does not involve the grant of an advantage to an undertaking it does not constitute State aid within the meaning of Article 87 (1) of the Treaty.

State aid: Commission approves aid to Newquay Cornwall Airport in the UK

The European Commission adopted on 23 October a decision approving under State aid rules a number of measures providing for the public financing of infrastructure developments at Newquay Cornwall Airport in the South West of England. The redevelopment of this small regional airport is expected to cost some £44 million (€65 million) of which £19.5 million will be made up of Community funds. The remainder of the investment will come from public funding agencies in the UK and through borrowing. The Commission found the financing compatible with the common market as it allows the construction of essential infrastructure designed to achieve a clearly defined objective of general interest without leading to undue distortion of the market.

State aid: opening of a formal investigation procedure into possible overcompensation of Deutsche Bahn AG by the German federal states of Berlin and Brandenburg for public service contracts

The procedure concerns a public service contract concluded between Deutsche Bahn and the federal states of Berlin and Brandenburg for the period 2002-2012. Several factors drawn to the attention of the Commission suggest that Deutsche Bahn may be receiving overcompensation for the services rendered.

Vice-President Barrot meets India's Minister for Civil Aviation, Mr. Patel to strengthen cooperation in civil aviation

As a follow-up to the successful first EU-India Aviation Summit held in New Delhi in November 2006, Mr. Praful Patel, Minister for Civil Aviation of India is visiting several European institutions on 22-23 October 2007. The visit is being hosted by Mr. Jacques Barrot, Vice-President of the European Commission responsible for transport. The two sides expressed their shared aspirations driven by their respective policies of promoting safe, open and sustainable aviation relations for the benefit of industry and consumers.

EU-Russia energy dialogue on the website of Energy & Transport DG

20th EU-Russia Summit in Mafra

On October 26th European and Russian leaders will meet in Mafra, Portugal, to discuss the steady expansion in co-operation under the four common spaces, developments in the EU and Russia, as well as international and regional issues, in particular Kosovo. The European Union will be represented by European Commission President José Manuel Barroso, Portuguese Prime Minister and head of the Portuguese EU-Presidency José Socrates, , as well as External Relations and European Neighbourhood Policy Commissioner Benita Ferrero-Waldner, Trade Commissioner Peter Mandelson, , and High Representative Javier Solana. The Russian delegation will be headed by President Vladimir Putin, Minister of Foreign Affairs, Sergey Lavrov, Minister of Trade and Economy, Elvira Nabiullina and Minister for Energy and Industry, Viktor Khristenko.

Website of the Portuguese presidency

Commissioner Piebalgs and Minister Pinho discuss future challenges ahead of the energy council

Energy Commissioner Andris Piebalgs met on 24 October the Portuguese Minister for Economic Affairs and Energy Manuel Pinho to discuss the main energy issues of the Portuguese Presidency ahead of the energy council on 3 December. Their dialogue was focused on the third internal energy market package, the Strategic Energy Technology plan, scheduled by the end of November and the Renewables and Climate change package which will be adopted at the beginning of next year.

Commissioner Andris Piebalgs committed to further develop energy cooperation with Russia

Following the EU-Russia energy dialogue meeting of 16 October 2007, which agreed on the 8th EU-Russia Energy Dialogue Progress Report, Commissioner Piebalgs is delivering a keynote speech in the "Second International Energy Week – Moscow Energy Dialogue". "It is important to develop our cooperation as this is the only way to guarantee security of supply and security of demand. This Energy Week contributes to the achievement of this goal", said the Commissioner on the occasion of this conference. Within the context of the Conference, there is also a meeting at expert level during which EC experts gave a detailed overview of the EU energy liberalisation package.
