Commercial road transport: The European Commission wants to ensure fair competition and an efficient and uniform system of checks

The European Commission adopted on 23 May three proposals aimed at modernising the rules governing admission to the occupation of road transport operator and access to the road transport market. The proposals provide for compulsory training for transport managers, an enforceable definition of cabotage which can be carried out within a Member State, and mechanisms for imposing sanctions across the national borders. The proposed regulations will reduce distortions of competition and improve transport operators' compliance with the provisions of social legislation and road safety rules. According to the impact assessment, the administrative costs borne by companies and the authorities could be reduced by as much as €190 million per annum.

Galileo at the crossroads: implementing the European satellite radio navigation programmes

The European Commission adopted on 16 May a communication on the state of play of the Galileo programme in response to a request from the Council of Ministers and the European Parliament. The Commission notes that the Galileo roadmap needs adapting to meet the deadline of 2012 by when Galileo should be fully operable. The public-private partnership set up to implement Galileo needs to be reprofiled to enable Galileo to be brought into service in 2012.

Commission conditionally approves Article 22 derogation for the Poseidon gas pipeline between Greece and Italy

The Commission, on 22 May, conditionally approved article 22 derogation to the "Poseidon pipeline", a new gas pipeline that will connect Greece and Italy. This derogation, foreseen in article 22 of the Gas directive (2003/55/EC), exempts major new infrastructures from the third party access rules of the same directive for a limited period of time in order to make the investment possible.

Commission reports on the application of State aid rules to the Coal Industry in the EU

The European Commission adopted a report on State aid for the Coal Industry today. The coal industry has been subject to special State aid rules since the expiration of the European Coal and Steel treaty in 2002. In order to allow for the continued restructuring of the coal industry, which has been unprofitable for many years in most Member States, these rules provide an exception to the general prohibition of State aid. They will expire at the end of 2010. The report was adopted following a consultation with Member States and stakeholders and concludes that there is no need to amend the existing rules.

IEA Ministerial meeting: Andris Piebalgs calls for an International Agreement on Energy Efficiency

At the Ministerial meeting of the International Energy Agency (IEA), which took place on 14-15 May in Paris, Energy Commissioner Andris Piebalgs called for an International Agreement on Energy Efficiency. Initially this agreement would bring together OECD countries and key developing countries to agree on common approaches to saving energy. Commissioner Piebalgs said: "Climate change and energy security are global challenges that must to be tackled at a global level. If every single country in the World adopted an approach to energy efficiency, we could reduce global CO2 emissions, improve global energy security and contribute massively to economic development and the emergence of new and clean technologies. "
