European Union signs aviation agreement with Paraguay

On February 22, the EU signed an aviation agreement with Paraguay, which removes nationality restrictions in the bilateral air services agreements and thereby allows European airlines to operate flights between any EU Member State and Paraguay. The agreement was signed in Brussels by Commission Vice-President Jacques Barrot in charge of Transport, German Permanent Representative in the EU Wilhelm Schönfelder and the Paraguayan Minister of Foreign Affairs Rubén Ramírez Lezcano. The agreement demonstrates that there is an external dimension of the single European market for air transport.

European Commission approves Czech compensation measure to port and inland waterway operators for flood damages

The aid will be granted to port and inland waterway operators in a non-discriminatory manner to cover damages caused by the floods in 2006. It will cover a maximum of 100% of the damages that can be proved to have been caused by the floods. The granting procedure guarantees that the compensation cannot exceed the amounts necessary to compensate for the losses.

Maritime transport of passengers: the Commission approves an Italian public service contract under State aid rules

The European Commission decided on February 21 to raise no objections to Italy's plan to publish an invitation to tender for the maritime transport of passengers which involves State compensation. The invitation to tender is to select a maritime transport company for the purpose of establishing a regular summer service between the Italian port of Trieste, on the one hand, and the Slovenian port of Portorož and the Croatian ports of Parenzo and Rovigno, on the other.

Environment Council meeting - main results

Preparation Environment Council, 20 February 2007

The first Environment Council under the German EU presidency took place on 20 February in Brussels. Environment Commissioner Stavros Dimas represented the European Commission. Climate change-related issues have been one of the meeting's main focuses. The Council has adopted a statement ('conclusions') setting out the essential elements of a future global climate agreement that would take effect when the Kyoto Protocol targets expire in 2012. There has also been policy debates on the Commission's proposal to include aviation in the EU Emissions Trading Scheme from 2011 and on its recent review of the EU strategy to reduce carbon dioxide (CO2) emissions from cars. The Environment Council has also adopted a set of conclusions as input to the Spring European Council next month. Genetically modified organisms have been a second major focus of the meeting, with votes scheduled on Commission proposals to authorise the import and marketing of a genetically modified carnation and to oblige Hungary to lift its ban on the marketing of a type of genetically modified maize. The Council has adopted conclusions on the sustainable use of pesticides and has held a policy debate on the Commission's thematic strategy and proposed directive on soil protection. Energy Commissioner Andris Piebalgs has presented an analysis of the relations between energy and climate change during lunch. German Environment Minister Sigmar Gabriel and Commissioner Dimas have held a press conference at the end of the meeting.

Consultation on barriers to renewable electricity development 

On behalf of the European Commission a consultation was initiated to identify currently existing administrative and grid barriers to the realisation of renewable energy projects in EU Member States. The consultation is part of ongoing research to provide the European Commission with information to assess progress made within scope of Directive 2001/77/EC.

Project developers, generators and other stakeholders are invited to share their experiences via a questionnaire which can be downloaded here.
